Editorial: Time is of essence for storm alerts

Honolulu’s Department of Emergency Management (DEM) fumbled its response to North Shore flooding threats during a second round of Kona-low storms that began March 19 — revealing fundamental weaknesses in the initial emergency “activation” process for pulling a control center and emergency teams into play. Dangerous gaps must be closed to optimize information relied on for life-and-death decision-making.
