Zelensky, Trump Hold ‘Positive’ White House Talks as US-Ukraine Ties Warm Over Patriots, Russia Pressure

President Volodymyr Zelensky hailed a “good meeting” with US President Donald Trump at the White House on Tuesday, with both sides emerging upbeat after more than an hour of talks centered on Patriot interceptor production and reviving stalled diplomacy with Russia. “Thank you for everything we do together to protect the lives of Ukrainians and advance peace,” Zelensky said following the Tuesday Oval Office meeting.JOIN US ON TELEGRAMFollow our coverage of the war on the @Kyivpost_official. “The President and I discussed licenses for Patriot interceptor production and several other ideas that could help,” he added. “We also spoke about diplomacy – it’s important that the diplomatic process be reinvigorated.” The White House struck an equally positive note. Press Secretary Karoline Leavitt described the meeting as “positive and productive.” The unusually warm assessments from both sides reinforced how dramatically the Trump-Zelensky relationship has changed since their Oval Office meeting in February 2025. Patriot production moves from promise toward implementation Air defense was at the center of Zelensky’s Washington agenda. Trump announced during his meeting with Zelensky at the NATO summit in Ankara earlier this month that Washington would grant Ukraine a license to manufacture Patriot missile interceptors. The two countries subsequently reached what Zelensky described as a political-level agreement on the licenses. Tuesday’s discussion focused on moving that commitment toward implementation. Other Topics of Interest Ukraine Discusses Joint Weapons Production With Lockheed Martin Zelensky and Lockheed Martin representatives are to discuss expanding production of Patriot interceptors, F-16s, HIMARS, and ATACMS. Ahead of the meeting, a senior Ukrainian official told AFP that securing additional anti-ballistic missiles was one of Kyiv’s top priorities, describing approval for another package of Patriot interceptors as “super important.” The urgency has grown alongside Russia’s increasingly heavy aerial campaign. Last month was the deadliest for Ukrainian civilians since April 2022, according to UN figures. Zelensky reinforced the point after meeting Trump and US senators. “The real problem is anti-ballistic systems and anti-ballistic missiles,” he told reporters, saying he had personally outlined Ukraine’s requirements in Washington. Lockheed talks push toward co-production Zelensky’s Washington schedule then moved directly from political negotiations to the defense industry. He met representatives of Lockheed Martin, one of the companies involved in producing missiles for the Patriot system, to discuss joint production and technology transfers. The Ukrainian president’s office said the teams are already working on “specific solutions” designed to move toward co-production as quickly as possible. The discussions also covered broader cooperation beyond Patriots, with Kyiv increasingly seeking to transform US support from individual weapons deliveries into long-term defense-industrial partnerships. Domestic production would represent a strategic breakthrough for Ukraine, reducing its dependence on limited foreign inventories for one of the weapons most critical to protecting its cities. Building a new production line and reaching significant output could take years however, while existing manufacturers are themselves racing to increase production to meet growing global demand. Washington looks to revive stalled Russia talks Zelensky also pressed for renewed diplomatic momentum after earlier US mediation efforts stalled over fundamental disagreements between Russia and Ukraine, particularly Moscow’s demands concerning Ukrainian territory. “We also spoke about diplomacy – it’s important that the diplomatic process be reinvigorated,” Zelensky said. Trump envoys Steve Witkoff and Jared Kushner have now agreed to visit Ukraine for the first time as part of efforts to restart Washington’s mediation, according to two sources familiar with the discussions. No date has yet been set. Both men have previously traveled to Russia and met President Vladimir Putin multiple times since Trump returned to office. Zelensky said days before traveling to Washington that Ukraine’s long- and medium-range strikes are part of the effort to make ending the war more attractive to Moscow, warning that Ukrainian intelligence sees preparations for further Russian military action rather than peace. Graham’s sanctions bill advances as Zelensky reaches Capitol After his White House meeting, Zelensky attended the memorial service for Republican Sen. Lindsey Graham before traveling to the Capitol to meet US senators. Graham, one of Ukraine’s most vocal and influential congressional supporters, died unexpectedly earlier this month after making what became his final official trip to Kyiv. Zelensky told Trump that Graham had been “a true friend of Ukraine” and offered his condolences. Hours later, senators began advancing the Russia sanctions legislation Graham had spent more than a year trying to push through Congress. The procedural vote drew an overwhelming Senate majority Tuesday evening, providing the first major hurdle for legislation designed to cut the energy revenues helping finance Russia’s war. The bill would expand sanctions on Russian officials, financial institutions and energy interests while authorizing tariffs of up to 100% against countries that remain among the largest buyers of Russian oil and gas. Trump has backed the revised measure after securing changes, including the addition of provisions targeting Iran. The legislation now heads toward further Senate action before moving to the House of Representatives, where supporters will look to build on the strong bipartisan momentum when lawmakers return in September.
