Zelensky Struggles to Find Ukraine’s Next Envoy to Trump

Ukrainian President Volodymyr Zelensky is struggling to find a senior enough candidate to represent Kyiv in Washington as relations with the Trump administration enter a critical stage, Politico reported Friday, Aug. 14. The vacancy follows the dismissal of Ukraine’s previous envoy to the United States, Olga Stefanishyna, and has complicated Zelensky’s broader government reshuffle. The ambassador will face the difficult task of dealing with US President Donald Trump’s unpredictable approach to military support for Ukraine, possible peace negotiations and Washington’s decisions on air defense and other critical military assistance. Zelensky’s first choice rejected the post The need to appoint a new ambassador reportedly influenced Zelensky’s plans for the government reshuffle. According to a former Ukrainian senior official and a Republican foreign policy expert, Zelensky had hoped to offer the Washington post to Yulia Svyrydenko, who was then leaving the position of prime minister. Zelensky later confirmed that he had offered Svyrydenko the ambassadorship. “It is no secret that I counted on and offered Yulia Svyrydenko the post of ambassador to the United States,” he said at a press conference in late July. Ivanna Klympush-Tsintsadze, a Ukrainian opposition lawmaker and former deputy prime minister, said candidates with enough political influence and experience may be concerned that they would not have the conditions needed to work effectively in Washington. “Certainly that would be the case without having the ear of the president or his trust,” she said. A former Ukrainian diplomat, speaking anonymously, said it would be an oversimplification to say that nobody wants the job. “There are people who want the job, but there’s no one who really measures up to it,” the diplomat said. “Zelensky is having a hard time filling the position.” A difficult moment for Kyiv The ambassadorial vacancy comes as Ukraine faces increasingly important decisions in its relationship with Washington. The Trump administration has repeatedly changed its position on military assistance and the future of the war. Kyiv is also trying to persuade Washington to allow Ukraine to manufacture Patriot air defense missiles under license. Trump initially indicated that Ukraine would receive permission to produce the interceptors, but later backed away from the idea. The issue has become particularly urgent as Ukraine prepares for another winter of Russian attacks and faces a growing shortage of air defense missiles. Zelensky has said deliveries of air defense missiles from Ukraine’s allies have fallen by two-thirds compared with 2025. At the same time, Washington may seek to revive stalled peace negotiations with Russia. That would make the role of Ukraine’s ambassador particularly important, as Kyiv would need a senior representative capable of communicating directly with the White House and Congress. The envoy would also have to lobby US lawmakers on weapons, air defense, intelligence sharing and other forms of support. Government reshuffle adds to political pressure The difficulty of filling the Washington post is part of a broader political challenge for Zelensky following his government reshuffle. According to a Socis Center for Social Research survey cited by Politico, more than 55% of Ukrainians believe the country is moving in the wrong direction. The president’s decision to dismiss Defense Minister Mykhailo Fedorov in July sparked positionsprotests and political criticism, while several in the government remain unresolved. Opposition lawmaker Mykola Knyazhitskiy questioned why the reshuffle was necessary in the first place. “No one has explained to Ukrainians why exactly the government had to be changed,” he said. He also questioned Svyrydenko’s dismissal, noting that she had received a standing ovation from lawmakers during her farewell address. The uncertainty surrounding the government reshuffle has raised broader questions about whether Zelensky is willing to look beyond his closest circle when selecting senior officials. Washington post could remain vacant The ambassadorial position could remain unfilled for some time. Opposition lawmaker Yaroslav Yurchyshyn said it was possible Zelensky would not appoint a new envoy before the US midterm elections. “It will be hard to judge who would fit the political landscape best until those elections have been held,” he said. For Kyiv, however, leaving the position vacant carries significant risks. Washington remains central to Ukraine’s ability to sustain its defense against Russia, while decisions on Patriot missiles, other weapons, intelligence cooperation and a possible new peace initiative could come in the months ahead. The next ambassador will therefore need not only diplomatic experience but also direct access to Zelensky and enough political weight to navigate an administration where US policy toward Ukraine can change rapidly.
