WV Parents arrested after daughter found bound, sealed in bathroom: ‘They love my brother but not me’

NewsTwo West Virginia parents were arrested after allegedly restraining their 11-year-old daughter with zip ties and sealing her in a bathroom.Patti Sapone | NJ Advance Media Two West Virginia parents were arrested after police say they zip-tied their 11-year-old daughter’s hands and ankles and sealed her in a bathroom with spray foam insulation.According to Bridgeport, West Virginia, TV station WDTV, Manual Ortiz Jr., 69, and Licha Ortiz, 54, both of Beverly, West Virginia, were accused after an unidentified person in the home saw the 11-year-old girl in a garage bathroom. The witness saw that the child’s hands were tied behind her back with zip ties and her ankles were restrained in a similar manner.The witness also reported that the door had been sealed with spray foam insulation, which hardens after application. At one point, Licha Ortiz spoke to the child through a crack in the door. The witness said she used a long screwdriver to remove the foam and free the child.WDTV also reported that the West Virginia State Police and the Elkins Police Department investigated the claims and found cut zip ties behind the toilet, traces of spray foam, trash strewn around the house, and markings on the bathroom wall that read: “They love my brother but not me ... no one on my side, just me.”Law enforcement also noted the girl’s ankles were red and swollen, and her wrists bore markings on her wrists consistent with restraints. Both parents were each charged with one count of child abuse creating risk of death and one count of conspiracy. They were booked into Tygart Valley Regional Jail on Wednesday, and each issued a cash-only bond of $150,000.
