Workers’ compensation has long been one of the most operationally complex lines in the property and casualty insurance industry. “What appears to be a straightforward claims process is, in reality, a highly interconnected ecosystem involving injured workers, employers, insurers, medical providers, regulators, legal stakeholders, and a growing network of technology and service providers.” That’s according to a new white paper by Sollers Consulting, an international business and IT consultancy specializing in the insurance and financial services industries, titled “Orchestrating Workers’ Compensation in the AI Era,” in partnership with Guidewire and CLARA Analytics. The paper examines how AI-driven claims intelligence and connected technology ecosystems are reshaping operations across the U.S. workers’ compensation insurance market. Insurers are investing heavily in AI, analytics, automation, digital engagement, and specialized insurtech solutions to modernize workers’ compensation operations. AI is increasingly helping carriers accelerate documentation-heavy tasks, including improving injured employee triage and decision support, understanding insights earlier in the claims process, and embedding intelligence directly into adjuster workflows. Over the past decade, many workers’ compensation carriers have invested heavily in modernization initiatives, but despite these investments, operational friction often remains deeply embedded within the claims’ life cycle, the report noted. The challenge is that many tech systems operate independently rather than as a part of a coordinated operational framework, the white paper said. According to Soller Consulting, claims still move through fragmented processes that involve multiple handoffs among adjusters, nurse case managers, medical providers, bill review vendors, legal teams, payment systems, and external service providers. “Communication gaps, inconsistent workflows, and limited visibility across the life cycle can introduce delays and inefficiencies, ultimately increasing costs and worsening outcomes.” Soller Consulting noted “operational choke points” that include: Delays in first reports of injury (FROI) Medical authorization bottlenecks Fragmented communication Disputes over compensability Return-to-work coordination failures Delays tied to independent medical exams (IMEs) or utilization review processes “The industry is not lacking technology; it is struggling to connect it,” the paper noted. “Workers’ compensation is no longer a collection of disjointed claims processes operating on different platforms,” said Jeffery Kaczynski, CPCU, Manager and U.S. Workers’ Compensation Leader at Sollers Consulting and co-author of the paper. The white paper highlights how orchestration frameworks can help insurers connect AI intelligence, claims workflows, medical management, payment systems, fraud detection, and return-to-work coordination for all parties involved in a claim’s life cycle. “Workers’ compensation modernization is now more about connecting the full claims ecosystem,” said Oliver Winkenbach, General Manager, Data Applications at Guidewire. “AI can help insurers in a multitude of ways, but its real value comes when its insights are embedded directly into the workflows claims professionals utilize every day.” The report explores the growing role of generative and agentic AI in workers’ compensation, including predictive triage, claims summarization, fraud detection, and next-best-action recommendations. However, it emphasizes that AI should augment human expertise rather than be expected to replace it. “AI-driven claims intelligence can help carriers identify escalation risks earlier, improve reserve accuracy, and support faster intervention,” said Mubbin Rabbani, Chief Product Officer at CLARA Analytics. “But those insights create the most value when they are embedded directly into connected claims workflows where adjusters and claims professionals can act on them in real time.” The paper concludes that the future of workers’ compensation will be shaped less by individual technologies and more by how effectively insurers coordinate workflows, systems, AI-driven insights, and operational decision-making across the claims life cycle. It argues that, as carriers continue modernizing claims operations, orchestration has emerged as a central competitive advantage, helping insurers reduce fragmentation, improve return-to-work outcomes, enhance operational efficiency, and support more proactive claims management across complex insurance ecosystems.
