Amit Shah has set a 2029 target for UCC in all NDA-ruled states, but UP, with its mix of allies and vote blocs, will be the BJP's critical testIf the Uniform Civil Code (UCC) has entered political conversation in Uttar Pradesh, the timing is hard to miss. While assembly elections are due in the state in a few months, Union home minister Amit Shah has announced that all BJP and NDA (National Democratic Alliance)-ruled states will roll out UCC before the general elections in 2029.In UP, senior BJP leaders have started dropping UCC hints likewise. While, officially, the State Law Commission hasn't received any formal request to draft such a code, observers say conversations on UCC alone could benefit the BJP in the elections in 2027. Electoral politics in UP in recent cycles has revolved around caste, including the Opposition's PDA (Picchda, Dalit, Alpsankhyak) pitch and a scramble for Dalit and OBC votes, yet UCC could give the BJP an alternative narrative to consolidate its core vote-bank.So far, only four BJP-run states have gone for UCC: Uttarakhand, Gujarat, Assam and Madhya Pradesh. Yet, only Uttarakhand has actually implemented it since January 2025. The state’s version of UCC sets common rules for marriage, divorce, inheritance and succession, bans polygamy, and makes registration of marriage compulsory. The part that got the most attention, though, was live-in relationships, as couples now have to register them (as well as break-ups) and children from such relationships are legally recognised.Uttarakhand’s UCC journey began in 2022 when chief minister Pushkar Singh Dhami made an election campaign promise to implement the code. This is thought to have helped the BJP sway the 2022 elections in its favour. After the victory, the first cabinet meeting of the Dhami government greenlit the formation of an expert committee to draft UCC. Uttarakhand’s UCC template is what other BJP-ruled states are expected to take a leaf from. And yet, implementing UCC in UP comes with its own challenges. It's a much bigger state and far more layered in terms of region, religion and society. Any UP version of UCC would have to work out how it handles marriage, divorce and inheritance across a far wider mix of communities, and whether any customary practices get carved out as exceptions. Those are exactly the questions that can turn UCC into a political minefield.Then the BJP has its own coalition to manage. Allies Rashtriya Lok Dal (RLD), Apna Dal (S) and Suheldev Bharatiya Samaj Party (SBSP) have so far stayed quiet, waiting to see an actual draft before committing to anything. That caution is understandable as each of these parties speaks for a different caste or community, and none would want to be the one explaining an unpopular UCC provision to voters. In effect, the UCC isn't just testing the BJP's ideological politics but also where its allies stand on the issue in UP.The Opposition, meanwhile, isn't waiting for a UCC draft to start attacking the BJP. Samajwadi Party chief Akhilesh Yadav has described ‘UCC’ as ‘Underground Communal Conspiracy’, saying the BJP should instead deliver on its older promises, such as jobs.The BJP has already delivered on two of its major ideological promises—the Ram Temple in Ayodhya and abrogation of Article 370 of the Constitution to rid Jammu and Kashmir of special status.
