Chechen leader Ramzan Kadyrov received an unusually lavish welcome from Azerbaijani President Ilham Aliyev during a visit to Baku on Saturday, Oct. 10, raising questions about whether the trip was intended to repair relations with Moscow or secure the future of Kadyrov’s family and business empire. The visit, which was not publicly announced in advance, came nearly two years after Russian air defenses struck an Azerbaijan Airlines passenger plane near Grozny, killing 38 people and triggering one of the most serious diplomatic disputes between Azerbaijan and Russia in recent years.JOIN US ON TELEGRAMFollow our coverage of the war on the @Kyivpost_official. During his meeting with Aliyev, Kadyrov expressed condolences over the December 2024 AZAL plane tragedy, calling it a shared sorrow. Two Azerbaijani political analysts, Arif Yunus and Tofik Aliyev (no relation to President Ilham Aliyev), speaking separately on the Osmanqizi Alternativa podcast, suggested that the visit had deeper political and economic motivations. Yunus described the trip as a demonstration of the enduring relationship between Aliyev and Russian President Vladimir Putin, while Aliyev suggested that Kadyrov was exploring Azerbaijan as a potential refuge for his family, wealth and loyal security personnel if political power changes hands in Russia. A presidential welcome for Putin’s regional strongman Political analyst Arif Yunus questioned why Kadyrov, who governs a Russian federal republic rather than an independent country, received treatment normally associated with visiting heads of state. But here they were welcoming someone who is not the president of an independent country. He is merely the governor of one of Russia’s many regions.” Yunus said the welcome was particularly striking because Kadyrov’s name had repeatedly surfaced in public debate over the December 2024 plane tragedy. The aircraft was struck by Russian air defenses while approaching Grozny and subsequently crashed near Aktau, Kazakhstan, killing 38 of the 67 people on board. Yunus recalled that Kadyrov’s attempt to contact Aliyev after the crash reportedly angered the Azerbaijani leadership, which had expected a direct response from Putin. According to Yunus, Putin’s initial handling of the disaster reflected his broader attitude toward former Soviet republics and their leaders. “For Putin, there is no difference whether it is Ukraine, Georgia, Armenia, Azerbaijan or Kazakhstan. They are all governors, just with different titles,” Yunus said. In his interpretation, Kadyrov’s reception signaled that the Kremlin’s relationship with Baku had survived the diplomatic crisis. “It was Putin sending his governor to meet another governor,” Yunus concluded. ‘Aliyev and Putin are in the same boat’ Yunus dismissed suggestions that the aircraft disaster had fundamentally altered Azerbaijan’s political relationship with Russia. He compared the two presidents to a married couple whose occasional disputes do not threaten their underlying partnership. “They may quarrel, throw plates at each other, stop talking and sulk. But they will not divorce because they have too much in common,” he said. According to Yunus, Aliyev and Putin remain connected through extensive business interests, energy cooperation and political calculations. He recalled that shortly before the aircraft tragedy, Aliyev had described his relationship with Putin as so close that they were effectively “in the same boat.” “They really are in the same boat,” Yunus said. Kadyrov’s failing health and the threat of a post-Putin Russia Political analyst Tofik Aliyev suggested that Kadyrov’s visit may have been driven by a personal concern – the survival of his family and political clan after Putin. Kadyrov, 50, has been the subject of persistent reports about serious health problems, raising questions about his future leadership of Chechnya. A July 2026 analysis by the Royal United Services Institute (RUSI), a London-based defense and security think tank, described Kadyrov as being in poor health, citing reports of potentially serious medical conditions. Just a week before his visit to Azerbaijan, on Oct. 3, Putin promoted Kadyrov to the rank of army general – Russia’s highest active military rank. The insignia was presented by Russian National Guard chief Viktor Zolotov in Grozny. Aliyev questioned the promotion, pointing to Kadyrov’s lack of formal military education and experience commanding a regular army. “Imagine the chief of the Russian General Staff is an army general – and Ramzan Kadyrov is also an army general,” he said. According to Aliyev, the promotion illustrated the extraordinary privileges Kadyrov enjoys under Putin’s protection, despite deep resentment toward him within Russia’s military and intelligence services. He warned that even a future leadership emerging from Russia’s Federal Security Service (FSB) could move against Kadyrov and his family. “If the government in Russia changes and new forces come to power that have no obligations to Ramzan Kadyrov, as Putin does, an entirely different group could take control in Chechnya,” Aliyev said. “Nobody can guarantee that repression against the Kadyrov clan and his numerous family members will not begin,” he added. Aliyev believes Kadyrov is already preparing for that possibility. “One of the most important questions Kadyrov may have been trying to resolve in Baku was where his family could go if such changes occurred in Russia and Chechnya,” he said. There is no independent confirmation that Kadyrov discussed relocation or security guarantees for his family during the visit. A mafia-style empire protected by Putin Aliyev portrayed Kadyrov as the head of a powerful security and business empire extending far beyond Chechnya. According to the analyst, approximately 30,000 Chechen personnel serve in Russia’s National Guard, or Rosgvardia, many outside Chechnya. Rather than fighting on Ukraine’s front lines, he said, they secure strategic locations and protect business interests. Aliyev described the network as a mafia-style operation involved in protecting businesses and controlling lucrative commercial activities. He called Kadyrov a billionaire whose wealth had grown through massive Russian federal subsidies and opaque business dealings. “Nobody can calculate his fortune,” Aliyev said. Investigations by the Organized Crime and Corruption Reporting Project (OCCRP) have exposed extensive wealth linked to Kadyrov’s family and associates. Why did Kadyrov bring his children? Kadyrov’s decision to bring his children to Azerbaijan and include them in official meetings and public appearances drew particular attention. President Ilham Aliyev personally accompanied Kadyrov on a tour of Baku White City, a major redevelopment project offering residential, commercial and hotel investment opportunities. Project director Ruslan Sadikhov briefed Kadyrov on the development and its facilities. Political analyst Tofik Aliyev considers that the children’s public appearance alongside Azerbaijan’s president was more than a family gesture. “This is called authorization,” he said. According to the analyst, the photographs effectively introduced Kadyrov’s children to Azerbaijan’s political and business establishment, signaling that they had access to the country’s highest leadership. Such recognition, he argued, could help Kadyrov’s children establish businesses, acquire property or relocate to Azerbaijan. The visit, Aliyev suggested, may reveal a deeper fear within Putin’s inner circle – that even the Kremlin’s most loyal allies are beginning to prepare for a future in which the system protecting their power and fortunes may collapse.
