The Lockheed Martin C-130 Hercules is not only one of the most iconic aircraft in service with the United States (US) Military, but also one of the most versatile. Having entered service in 1956, the Hercules was originally designed for the rapid movement of infantry units within a combat zone. Today, the aircraft exists in more than 40 variants and performs missions including aerial refueling, aerial firefighting, search and rescue, scientific research support, and many others. The Hercules remains the primary tactical airlifter for militaries around the world and is in service with more than 60 nations. One of the Hercules' primary and enduring missions is the rapid, tactical transport of mission-critical supplies within an area of operations or combat zone. While the aircraft has performed this mission innumerable times, it has never been associated with US Navy fleet operations, particularly the challenging task of landing on a moving aircraft carrier to conduct resupply missions. Yet, that did not stop the Navy from borrowing a US Marine Corps (USMC) KC-130F and putting the idea to the test. Why The Navy Considered The C-130 For Carrier Resupply Credit: US National Archives Aircraft carriers are often described as floating cities because these massive, mechanically complex vessels have crews numbering in the thousands. With such a large complement, a constant operational tempo, and numerous aircraft, they require a continuous supply of food, spare parts, and other mission-critical necessities. In 1963, USS Forrestal (CVA-59), along with other carriers in service at the time, relied on the twin-piston Grumman C-1 Trader for Carrier Onboard Delivery (COD). This specialized mission used carrier-capable aircraft to rapidly transport personnel, mail, and high-priority cargo from shore bases to aircraft carriers at sea. While the Trader was a reliable aircraft and served the Navy from 1956 to 1988, it was limited by its approximately 300-mile range and 3,500 lb (1,588 kg) payload capacity. The KC-130F, on the other hand, did not suffer from these limitations, offering an approximate range of 3,000 miles (4,830 km) and a maximum payload of 35,000 lb (15,876 kg). Whereas the Trader required a carrier to operate relatively close to shore, the Hercules would have allowed it to remain much farther out at sea while still receiving personnel and critical supplies. These capabilities attracted the attention of the Chief of Naval Operations, who in 1963 ordered a feasibility study to determine whether the Hercules could operate from the deck of Forrestal. To conduct the evaluation, the Navy assembled an exceptional crew to maximize the chances of success. The Crew Behind The Historic C-130 Carrier Landings With the intent of determining whether the Hercules could perform resupply missions to a carrier at sea, the mission was assigned to Lieutenant (Lt.) James H. Flatley III (USN), who served as the pilot. In the co-pilot seat was Lieutenant Commander (Lt. Cmdr.) W. W. Stovall (USN), while ADR1 Ed Brennan served as the flight engineer. The crew was accompanied by Ted Limmer, a Lockheed engineering test pilot who understood the aircraft's handling characteristics, systems, and modifications better than anyone else on board. He provided technical oversight during the Navy's evaluation of the Hercules. Interestingly, neither Lt. Flatley nor Lt. Cmdr. Stovall were Hercules pilots; both were experienced carrier aviators with fighter backgrounds. As a result, Limmer conducted their C-130 qualification flights and trained them on the aircraft before the carrier trials began. The combination of Navy carrier aviation experience and Lockheed's technical expertise proved instrumental to the program. Flatley and Stovall brought thousands of hours of carrier aviation experience, giving them an instinctive understanding of carrier approaches and deck operations, while Limmer ensured the crew fully understood the Hercules' unique handling characteristics and operating limits. Brennan, meanwhile, managed the aircraft's engines and onboard systems during each approach, landing, and takeoff. Together, the crew combined expertise in carrier operations, flight testing, and aircraft systems to safely conduct one of the most demanding flight evaluations in naval aviation history. Hercules And The Fleet: A Short And Interesting Relationship Credit: Naval History and Heritage Command The testing and evaluation flights began in October 1963, with Forrestal operating 500 miles off the coast of Boston in the North Atlantic. Conditions throughout the trials were typical for operations at sea, with the carrier underway generating moderate wind over the deck. Takeoffs were unassisted, while landings were conventional full-stop recoveries using only wheel brakes and reverse thrust. On October 30, 1963, conditions were far from ideal, with moderately rough seas and 40-knot winds. Lt. Flatley's greatest concern was whether the aircraft could safely withstand the maximum nine-foot-per-second sink rate. However, the Hercules performed exceptionally well. Flatley later credited the success to the excellent coordination he had with Landing Signal Officer Jack Daugherty. When the aircraft was still three or four feet above the deck, he received the "cut" signal from Daugherty to pull the throttles back to idle. Seconds later, the C-130 touched down and rolled to a halt nearly even with the captain's bridge. The tip of the starboard wing passed just 15 feet from the carrier's island. The captain and others looked on in a mixture of shock and amusement, amazed that the enormous aircraft had landed without causing any serious damage. Adding to the occasion was the tongue-in-cheek message painted on the aircraft's nose: "LOOK MA, NO HOOK." By the time the sea trials concluded, a Department of Defense document states that Lt. Flatley and his crew had successfully completed 29 touch-and-go landings aboard Forrestal. They also made 21 unarrested full-stop landings and 21 unassisted takeoffs at gross weights ranging from 85,000 to 122,000 pounds. The results conclusively demonstrated that a C-130 could safely operate from an aircraft carrier without the aid of catapults or arresting gear, accomplishing a feat many had previously considered impossible. A Record That Still Stands Today Credit: National Naval Aviation Museum Despite the great success of the trials, the Navy concluded that the Hercules was not a practical COD aircraft. It was found that its large size restricted flight deck operations, which required tactical aircraft to be moved whenever they were launched or recovered. Nevertheless, the accomplishment remains unmatched, in terms of the sheer size of the aircraft and its ability to make a landing on a carrier at sea. The USS Forrestal became the only aircraft carrier ever to launch and recover a C-130. For their roles in the historic tests, Lt. Flatley received the Distinguished Flying Cross, while Lt. Cmdr. Stovall and ADR1 Brennan were awarded the Air Medal. Then Lt. Flatley later retired as a Rear Admiral and served as the chief executive officer of Patriot's Point Naval & Maritime Museum. Brennan retired as a Chief Petty Officer after accumulating more than 7,000 flight hours prior to leaving the Navy and starting a career in the defense industry. The aircraft itself, KC-130F BuNo 149798, was retired in 2005 and is now preserved at the National Naval Aviation Museum, where it commemorates one of the most remarkable flight demonstrations in naval aviation history. Carrier Onboard Delivery Today The idea that a C-130 could land on a carrier at sea was not without merit. It could deliver vastly more cargo than any other aircraft of its type. Yet in some respects, it proved to be too capable. Its sheer size made it impractical for routine carrier operations, and the Navy ultimately continued to develop and employ aircraft that could deliver essential cargo without significantly disrupting flight deck operations. To meet the Navy's continuing need for rapid at-sea logistics, the Grumman C-2 Greyhound succeeded the C-1 Trader and entered service in 1965. After six decades of service, it is slated for retirement this year. Its replacement, the Bell Boeing CMV-22B Osprey, entered service in 2020 and can carry up to 6,000 lb (2,722 kg) of internal cargo. With its vertical takeoff capability, the Osprey has already demonstrated exceptional versatility and reliability. Over the six years since entering service, the Osprey has proven to be an indispensable logistics asset for carrier strike groups. Combining speed, range, and runway independence, it can deliver aircraft parts between fleets or transport ammunition and supplies to Marines operating far inland. Today, the V-22 fleet across all three services is undergoing a modernization program focused on improving the aircraft's nacelles, which are critical to its tiltrotor capabilities. The upgrades have already saved Air Force Special Operations Command more than 24,000 maintenance hours, although the full benefits for the Navy's Osprey fleet have yet to be realized.
