Dennis Saylor in Boston ruled in favour of a coalition of unions and higher education advocacy groups just a day before the U.S. Department of Homeland Security’s rule was set to take effect.Judge Saylor said DHS adopted the policy based on “exceptionally weak” rationales, citing national security and the need to prevent fraud in the visa program, without adhering to its obligations under the Administrative Procedure Act to engage with concerns about it or consider less burdensome alternatives.DHS did not immediately respond to a request for comment.
