US closes in on resurrecting shuttered nuclear power plants with key findings

Federal regulators have issued key draft environmental reviews for two shuttered nuclear plants. Their findings conclude that restarting the facilities will cause no significant environmental harm. The preliminary findings cover Iowa’s Duane Arnold Energy Center and Pennsylvania’s Christopher M. Crane Clean Energy Center. This marks a decisive shift in national energy strategy, paving the way to return dormant nuclear assets to the power grid. Technical analysis in two parts To review the proposal, the Nuclear Regulatory Commission brought in researchers from the Pacific Northwest National Laboratory. The team split the technical analysis into two distinct parts. First, they evaluated the engineering tasks required to restore dormant systems for fuel loading. Next, they calculated the operational impact of running the reactor across its remaining license term. “For this effort, we had to look at it as two different stages: the impacts from preparations for the resumption of power operations and impacts from operations for the remainder of the license term,” explained Leah Hare, a PNNL Earth scientist and deputy lead for the Palisades environmental review. Evaluating the site required vast amounts of scientific data. Researchers examined Lake Michigan water intake systems to monitor aquatic life. They measured total withdrawal volumes to calculate how cooling pumps affect regional fish stocks. “As part of the assessment, PNNL and NRC experts analyzed Lake Michigan water withdrawals and reviewed historical groundwater monitoring data dating back to the 1970s, while examining public concerns related to cancer risks and nuclear waste management,” said PNNL in a press release. Nationwide restart framework Federal rules now require environmental reviews to wrap up within one year. The laboratory team delivered the Palisades assessment inside that strict deadline. The study successfully fulfilled the terms of the National Environmental Policy Act. It satisfied standards under the Endangered Species Act and the National Historic Preservation Act as well. Alongside these environmental findings, separate commission panels evaluated core plant engineering and overall physical safety. The analytical baseline established at Palisades is now driving other reactor restarts across the country. Formal reviews for both the Crane and Duane Arnold facilities began early in the year. Scientists adapted data models from the Michigan project to complete both evaluations within months. Palisades is slated to resume operations later this year, which would provide the first real-world proof that a decommissioning plant can resume power generation. “Our work with PNNL on Palisades established a baseline for our environmental reviews on other proposed restart projects,” concluded Daniel Barnhurst, NRC senior environmental scientist.
