The figures broke a three-month stretch in which the core rate had held flat. This stickiness had previously worried Ukraine’s central bank, but now prices are spiking instead of falling toward the central bank’s target. The annual rate of fuel and lubricants climbed to 46.2% from 38.7% year-on-year in August. Transport services cost 36% more than a year earlier, up from 35.9% in August. Road passenger transport prices rose 39% annually, while rail passenger fares increased 19.2%. This marks the seasonal trend of prices rising slightly, when the new harvest arrives in summer and Ukraine heads toward autumn and winter. Eggs stood out in the food basket, jumping 43.6% on the month after a 4.0% rise in August. Their annual trajectory flipped due to a base effect, swinging to a 12.2% increase from an annual decline a month earlier. Sugar also accelerated sharply, up 8.3% in September compared with 2.2% in August. Milk, meat and fish rose no more that 3% in September. Fruit and vegetables slowed their price fall after the summer harvest, falling 5.7% and 2.3% respectively, though both declines were less sharp than August’s seasonal plunge of 12.0% and 18.3%. Education increases by 20% while local authorities keep pushing water tariffs up This year’s water tariff revisions are pushing up utility prices: water supply is now up 87.6% year-on-year and sewerage 83.1%, both accelerating from August’s already elevated annual rates of 77.6% and 73.6%. Education costs rose 17.4% on the month, by far the largest increase in any category, driven by a 23.3% jump in higher education costs and a 14.3% rise in secondary education. The category’s annual rate climbed to 19.6% from 14.6% in August. Alcohol and tobacco prices rose 17.2% in September, roughly matching August’s pace.
