Ukraine to Introduce Two-Level Air Raid Alert System as Drone Attacks Disrupt Daily Life

Ukraine is overhauling its air raid alert system, introducing separate warning levels for drone and missile threats as relentless Russian drone attacks increasingly disrupt transportation, businesses and daily life. The changes are designed to give businesses and the public more clarity over the level of danger while allowing parts of the economy to keep operating during less severe threats. “Economy must keep working, taxes must continue flowing into the budget, and people must receive their salaries,” Koretskyi said. “That is why businesses will be allowed to continue operating during a yellow-level alert, provided they strictly follow safety requirements.” Businesses will be required to ensure employees and visitors have access to shelters. Companies without shelters will have three months to resolve the issue. Kyiv to keep metro running during drone alerts The government has recommended that Kyiv keep its metro operating normally during yellow-level alerts. The capital should also increase surface public transportation when necessary, allowing people to reach workplaces, metro stations and hospitals despite ongoing drone threats. Kyiv authorities have additionally been advised to shorten the current curfew to 1 a.m. to 5 a.m. The proposed changes would also allow transit heavy trucks and passenger transportation during curfew hours. The government is also pushing communities to speed up the installation of additional mobile shelters to protect civilians from falling drone and missile debris. The overhaul comes as Russia increasingly uses waves of drones to keep Ukraine under prolonged air threat, with attacks often stretching for hours rather than coming in a single strike. In Kyiv, repeated alerts have already caused transport disruptions, while businesses have faced growing difficulties operating under the current all-or-nothing alert system. The new two-tier approach is intended to allow the city and economy to function during drone threats while maintaining stricter restrictions when the risk escalates to missiles and mass attacks.
