Russia’s 7th-Largest Refinery in Perm Reportedly Offline After Friday Attack

Russia’s Perm refinery reportedly shut down operations after the latest Ukrainian attack on Friday, Sept. 25.Local media reported that the AVT-5 crude distillation unit at the Lukoil-Permnefteorgsintez refinery was set ablaze after the attack, with local officials confirming a massive UAV attack and saying an industrial facility had been targeted, without providing further details.JOIN US ON TELEGRAMFollow our coverage of the war on the @Kyivpost_official.Reuters, citing its industry sources, reported on Saturday that the refinery stopped ​operations after the attack damaged pipelines, storage and technological units.Lukoil has declined Reuters’ request for comments.Reuters called the refinery Russia’s seventh-largest by processing volume, once capable of refining 2.6 ​million tons, or 252,000 barrels, of crude ​per ⁠day in 2024. Other figures suggest the facility could process more than 13 million metric tons of crude annually.The outlet added that the refinery produced 2 million tons of gasoline, 5.3 ⁠million ​tons of diesel, 200,000 ​tons of fuel oil and 700,000 tons of petroleum ​coke.Perm is located over 1,500 kilometers (932 miles) from the Ukrainian border, with the facility having come under regular Ukrainian attacks in 2026 despite the distance.The last publicly documented attack on the refinery took place on Aug. 21. In April, it came under attack twice within 24 hours, followed by another attack on May 7 that also reportedly knocked the plant offline, according to Reuters’s report at the time.
