However, the delayed confirmation of Ukrainian advances means that change cannot be attributed entirely to fighting in September.The institute has repeatedly accused the Kremlin and senior Russian commanders of exaggerating battlefield advances to portray a Russian victory as inevitable and pressure Ukraine and its partners into accepting Moscow’s demands.The latest figures continue a trend Kyiv Post reported in May, when Russian forces recorded their first monthly net territorial loss since Ukraine’s 2024 operation in Russia’s Kursk region.
