The Foreign Intelligence Service of Ukraine (SZRU) has identified at least 27 Yemeni nationals whom Russian authorities intend to deploy in combat operations against Ukraine, according to an intelligence assessment published on Saturday, Sept. 19. The SZRU stated that Russian military bodies are directly involved in the administrative processing of the recruits, indicating an institutionalized recruitment pipeline designed to channel foreign nationals into active combat units.JOIN US ON TELEGRAMFollow our coverage of the war on the @Kyivpost_official. According to intelligence files, the head of the military contract selection center in Khanty-Mansiysk, identified as Lieutenant Pervushin, submitted a formal request to the Russian border service in July 2026 seeking expedited legal status for a group of Yemeni citizens. Following their formal entry and residency legalization, Russian defense authorities prepared standard military service contracts for their enlistment. The intelligence service reported that the identified cohort includes individuals born in 2006 and 2007. Administrative pipeline The recruitment mechanism relies on presidential decrees issued by Russian Vladimir Putin that established simplified and expedited pathways for foreign nationals to obtain temporary residence permits and fast-track Russian citizenship in exchange for military service. The SZRU noted that the administrative scheme functions by first granting foreign recruits legal status inside the Russian Federation under simplified migration rules, after which regional military recruitment centers execute contractual enlistment procedures. The intelligence agency stated that the use of regional enlistment offices in administrative districts such as the Khanty-Mansi Autonomous Okrug reflects continuous efforts by the Russian defense establishment to replenish frontline personnel without declaring an overt nationwide mobilization. Houthi-linked recruitment networks The SZRU findings follow previous disclosures regarding Russian recruitment of Yemeni citizens to sustain operations in Ukraine. In late 2024, reporting by the Financial Times revealed that hundreds of Yemeni nationals had been recruited into the Russian military through commercial entities linked to the Houthi movement in Yemen, specifically Al Jabri General Trading & Investment Co SPC. Recruits reported being lured to Moscow with promises of high-paying engineering, technical, or security employment alongside fast-track Russian citizenship, only to be forcibly transferred to military bases and compelled to sign Russian-language enlistment contracts under threat. Regional security analysts noted that economic hardship in Yemen has facilitated recruitment efforts by foreign networks. The personnel transfers coincide with deepening coordination between Moscow and Iranian-backed regional groups, including high-level bilateral talks regarding potential transfers of Russian defense hardware, such as P-800 Oniks anti-ship cruise missiles, to Houthi forces.
