Russia has lifted gasoline sales restrictions in 15 regions as fuel supplies improve following a pause in Ukrainian strikes on Russian oil refineries. Restrictions have also been fully lifted in occupied Crimea and Sevastopol, where fuel shortages had been particularly severe. However, fuel supplies remain uneven across Russia. In the Tambov region, customers still face purchase limits, and filling portable fuel containers is prohibited. Some areas of the Leningrad region are experiencing supply disruptions, while gas stations in the Yamalo-Nenets Autonomous District continue to restrict sales. Fuel availability remains limited nationwide. On Oct. 28, AI-92 gasoline was available at 42% of Russian gas stations, while AI-95 was available at 34% and diesel at 37%, according to Benzonavt, a service that tracks fuel availability using driver reports and open sources. Higher-octane gasoline grades AI-98 and AI-100 were available at just 1% and 3% of stations, respectively. Russian Deputy Prime Minister of Energy Alexander Novak said in mid-October that the situation was improving as refineries returned from maintenance and security measures were strengthened. Russia’s fuel use also tends to peak in the summer, according to earlier Reuters reports, with an estimated 115,000 tons of gasoline consumed per day. The easing of restrictions comes after a pause in Ukrainian attacks on Russian oil infrastructure. Following calls from US President Donald Trump for Kyiv to stop striking Russian refineries, Ukraine carried out only a handful of further attacks. The latest reported strikes targeted the Ryazan refinery on Oct. 15 and a facility in Surgut on Oct. 16. Gasoline prices have also declined in dozens of regions. Russia’s state statistics agency, Rosstat, recorded price drops in 57 regions during the week of Oct. 20-26. The steepest declines were reported in Kamchatka Krai, at 12.6%, and the Ivanovo region, at 11.4%. Data from OMT Consult, cited by The Moscow Times, showed that between Oct. 19 and Oct. 26, AI-95 gasoline prices fell by 1.33 rubles to 77.51 rubles ($0.96) per liter, while AI-92 dropped by 1.54 rubles to 72.48 rubles ($0.90). Diesel prices edged down by 0.05 rubles to 82.87 rubles ($1.02) per liter. Kyiv Post is Ukraine’s first and oldest English news organization, reporting since 1995.
