MANJUNATH Mangaluru Urban Development Authority (MUDA) Chairman Santhosh Kumar Shetty on Thursday, said the government has agreed to reduce the regularisation fee for unauthorised land divisions registered before March 26, 2011, to 1% from the earlier 15% of the guidance value. It also decided to extend the regularisation benefit with 1% penalty to divisions registered after 2011 and before the Government Order (GO) date, September 24, 2026. Mr. Shetty said the measure would be a great relief to thousands of site owners, who for many reasons, including family partition, had subdivided lands and were facing legal hurdles. They could now secure legal approval, bank finance and clear ownership documents.Mr. Shetty told reporters here the GO relaxed provisions under Clause 29.6.1 of the planning regulations. Hitherto, owners of unauthorised subdivisions registered before March 26, 2011, had to pay 15% fee, while those done after that were not eligible for regularisation. The Chairman said the decision would benefit thousands of poor and middle-income families who had unknowingly bought unauthorised sites.Land conversionMr. Shetty said the government has also abolished land conversion by revenue authorities for lands within the approved Master Plan area of MUDA by an order of February 18, 2026. MUDA would directly grant approval for individual sites and layouts based on the zoning prescribed in the Master Plan, including residential, commercial and industrial zones. This would eliminate the two-stage approval process, reduce documentation and provide a single-window clearance system.Mr. Shetty said the government has also introduced measures to resolve long-pending issues relating to survey sketches required for layout approvals. The Deputy Director of Land Records (DDLR) and respective Assistant DLRs would coordinate with MUDA to ensure timely availability of survey sketches. The authority has also decided to place before its board a proposal to allow designated MUDA surveyors to prepare survey sketches for certain pre-2011 unauthorised subdivision cases involving additional land conversion.
