Police said the second motorcycle, driven by 49- year-old “Albert,” crashed into a third motorcycle operated by 34-year-old rider identified only as “Vincent,” who was reportedly making a left turn with his turn signal activated. They were rushed to a hospital in the town proper, where Leny was declared dead on arrival. Investigators said none of the riders was wearing a protective helmet at the time of the accident, in violation of Republic Act No. 10054, or the Motorcycle Helmet Act of 2009, which requires all riders and passengers of motorcycles to wear standard protective helmets. Police also found that Albert was driving without a valid driver’s license, while Vincent’s motorcycle had no license plate. Authorities are conducting further investigation into the incident. Police said the victim was traveling at high speeds when a dog suddenly crossed the road, causing him to lose control of his motorcycle.
