Qatar Cabinet approves real estate tokenisation draft bill, reviews new academic year preparations

Qatar’s Cabinet approved draft legislation on real estate tokenisation, approved updating the Official Gazette system and reviewed preparations for the 2026-2027 academic year at its regular session at the Amiri Diwan.Qatar’s Cabinet held its regular meeting on Wednesday at the Amiri Diwan, chaired by Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al Thani.The Cabinet was briefed on the Ministry of Education and Higher Education’s completed preparations for the 2026-2027 school year. Ministers commended the expansion of new schools in densely populated areas, built to international standards to accommodate rising student enrolment.They also praised ongoing efforts to support the educational workforce and develop curricula that keep pace with scientific and technological advancements. Ministers expressed hope that the new school year would mark a further milestone of success within a secure, motivating educational environment, in support of the Third National Development Strategy and Qatar National Vision 2030.As for legislative developments, the Cabinet approved a draft bill and executive regulations regulating real estate tokenisation and trading. Prepared by the Ministry of Justice in collaboration with the Ministry of Municipality, Qatar Central Bank, the Qatar Financial Markets Authority, and the General Real Estate Regulatory Authority, the draft bill aims to diversify real estate products and attract investment while connecting directly to the Real Estate Registry to protect investors and ensure market integrity.The draft bill will be posted on the “Sharek” platform for 10 days to solicit public feedback before proceeding to legislative review.The Cabinet also approved a draft bill amending certain provisions of Law No. (12) of 2016 concerning the Official Gazette, alongside a draft decision by the Minister of Justice regulating its electronic publication.Prepared in coordination with the Supreme Judicial Council and the General Secretariat of the Council of Ministers, the update aims to provide immediate, legally authoritative electronic publication of state documents and open data access to reinforce legal certainty.Furthermore, ministers also approved a National Archives of Qatar proposal, prepared in coordination with the Civil Service and Government Development Bureau, to organise the authorities responsible for managing and preserving documents at government entities. The proposal will be implemented through a specialised organisational unit tasked with managing paper and electronic records and providing technical support to administrative units, in line with internationally recognised best practices.On the diplomatic and financial front, the Cabinet approved a draft memorandum of understanding [MoU] for financial cooperation between Qatar and Kuwait. The Cabinet also approved a draft amendment to the MoU among Arab member states of the Middle East and North Africa Financial Action Task Force [MENAFATF] to combat money laundering and terrorist financing.The session concluded with a review of several official reports. These included the Appeals Committee of the Qatar Financial Markets Authority’s report for the second half of 2025, as well as outcomes from Qatar’s participation in the 5th “No Money for Terror” conference and the G7-GCC finance ministers meeting in Paris.Ministers also reviewed reports from the 7th Qatar-Bangladesh Joint Committee on Labour Affairs in Dhaka and the 79th session of the World Health Assembly in Geneva.
