£75m upmarket hotel development set to revitalise derelict landmark in Devon - but divides locals over noise issues and lost views

Torbay Council is seeking planning permission to build a 150-bedroom high-end hotel on The Strand in Torquay.This would revamp the harbourside site, which has been derelict for several years.Plans would involve the demolition of certain buildings, including the site of what was once a Debenhams department store, but closed five years ago.The council spearheading the project has said it is already collaborating with hotel firms and developers.The planned hotel would be up to six storeys high and boast a rooftop bar, shops and restaurants. The Strand in Torquay could soon welcome an upmarket hotel developmentDavid Thomas, the Conservative leader of Torbay Council, told the BBC: 'I can't stress it enough - this really is a gamechanger for Torbay.'Investors and hotel groups are saying this is probably the best hotel site left in the South West.'Work has already been undertaken to develop the area.The council has purchased the majority of properties on Torquay's Strand – and is likely to buy the two remaining sites if planning permission is granted.The council website explains: 'The Strand sits at the heart of Torquay’s harbourside and plays a vital role in the town’s economy, visitor offer and identity. 'Working with our regeneration partners, Willmott Dixon and Milligan, we are bringing forward plans to transform this important area and create a vibrant destination that can be enjoyed by residents throughout the year.'The proposals build on wider investment across Torquay town centre and waterfront, helping to strengthen the local economy, attract investment, support jobs and create a more attractive harbourside environment.' The Debenhams store in Torquay closed in 2021However, concerns have been raised about the potential development. Historic England, for instance, is worried that the building would block 'important views' from a row of houses that dates back to 1811, called The Terrace.Sally Allen-Gerard, chairman of Torbay Civic Society, has also vocalised noise issues, as well as traffic concerns. Torbay Council is due to host a further planning meeting this evening.
