NYC, middle school face bullying case

BROOKLYN — An appeals court in New York reversed the lower court’s ruling in favor of New York City, finding the city’s Department of Education and a middle school cannot show it took adequate steps to protect one of its students from bullying. The child was frequently punched and kicked by other students, once causing him to black out during recess, and had a crate of books thrown at his head, injuring his eye.
