‘No Other Choice’: Zelensky Warns Russia of Winter Strikes

President Volodymyr Zelensky warned that “General Winter” could turn against Russia this year, threatening retaliatory strikes on Russian energy infrastructure if Moscow continues attacking Ukraine’s power grid and heating systems.During his address to the UN General Assembly in New York on Wednesday, Zelensky acknowledged that the approaching winter could be extremely difficult for Ukrainians but said Russia would also face consequences.JOIN US ON TELEGRAMFollow our coverage of the war on the @Kyivpost_official.“Ukrainians understand that this winter may be very hard for us, but in response, we will have no other choice but to make it painful for Russia as well,” Zelensky said.“No Russian official could ever imagine that General Winter, who fought for Russia for centuries, would one day switch sides and support those defending themselves from Russia,” he added.“We will make that happen this winter if Russia continues attacking our energy system and heating.”The phrase “General Winter” traditionally describes the severe weather that helped Russia repel invading armies. Zelensky turned the metaphor around to warn that attacks on Ukrainian civilian infrastructure could provoke intensified strikes against the energy resources financing Moscow’s war.Kyiv ties retaliation to Russian attacksZelensky presented the warning as conditional retaliation rather than an unconditional campaign against Russian energy infrastructure. He said Ukraine had not chosen the war and was fighting because its people had chosen “not to die.” The president called for concrete de-escalation measures before winter but argued that Kyiv could not be expected to exercise restraint while Russia continued targeting civilian utilities. Other Topics of Interest Russia Sanctions Lifted for Two Oligarchs The EU has agreed at the last minute to extend the current sanctions against Russia – which target around 3,000 individuals and organisations – for another three years. Zelensky also said Ukraine’s strikes were aimed not at oil, fuel, or ports for their own sake, but at Russia’s ability to finance and continue the invasion.Ukraine has repeatedly targeted Russian oil refineries, storage facilities, and export infrastructure with long-range drones. Kyiv considers such facilities legitimate military targets because they supply Russian forces and generate revenue for the Kremlin’s war effort.Proposed energy truce remains uncertainZelensky’s warning came one day after talks with US President Donald Trump on the sidelines of the UN General Assembly.Previously Zelensky told Trump Ukraine was prepared to stop attacking Russian refineries if Moscow reciprocated by ending strikes on Ukraine’s electricity, heating, and water infrastructure.“We are ready for an energy ceasefire,” Zelensky said after the meeting. “You don’t attack these, and we will not attack these.”Trump had announced on Sept. 14 that Russia and Ukraine had agreed to stop attacking each other’s energy facilities. However, neither side subsequently published formal terms, a list of protected sites, or a mechanism for monitoring alleged violations.Kyiv has insisted that any pause must be reciprocal and cover every type of Russian attack against Ukrainian energy infrastructure. Zelensky has also said Moscow must clearly identify which Russian facilities it wants protected and accept equivalent restrictions concerning Ukrainian electricity and gas supplies.Another winter battle over energyRussia has repeatedly attempted to cripple Ukraine’s electricity and heating systems during the coldest months of the war, launching waves of missiles and drones against power plants, substations, and gas infrastructure.Ukraine, meanwhile, has expanded its ability to strike refineries and other energy facilities deep inside Russia. The attacks have disrupted fuel production and increased the economic cost of Moscow’s invasion.Zelensky’s UN speech suggested that Kyiv would intensify that strategy if Russia launches another winter campaign against Ukrainian utilities. He stressed that de-escalation remained possible, but only if Moscow stopped trying to use cold weather and the destruction of civilian infrastructure as weapons.“General Winter,” Zelensky warned, may no longer fight exclusively for Russia.
