No more risk from open trucks? Centre's strict rules for tippers and dumpers

Open trucks carrying loads will be a thing of the past from April next year if rules issued by the Union Transport Ministry are enforced. The Union Ministry of Road Transport and Highways has mandated load-covering systems and in-cabin alerts for all tippers and dumpers. The load body of a tipper or dumper must be covered fully as per the new notification. (Image: PTI)Have you travelled behind an open truck fearing that the debris it is carrying might fall on your vehicle? Or, have you been forced near a garbage truck spreading the stink because it isn't covered? Most of us have faced these situations. Come April next year, people on Indian streets might travel safely and without the occasional stink because new rules will be kicking in.The Ministry of Road Transport and Highways (MoRTH) has introduced safety requirements for tippers and dumpers in India, making it mandatory for these vehicles to have a system to cover their loads while travelling on roads from April 1, 2027.The ministry issued the notification on July 28, 2026, under the Central Motor Vehicles (Twelfth Amendment) Rules, 2026. The notification was published in the Gazette of India on August 7. The amendment modifies the Central Motor Vehicles Rules, 1989, with a particular focus on the way loads carried by tippers and dumpers are secured during road travel. The major change will come into effect from April 1, 2027. From that date, all tippers and dumpers will have to be fitted with a system that covers the load body from the top while the vehicle is travelling on the road. TIPPER, DUMPER VEHICLES LOAD BODY MUST BE CLOSEDA load body is the large container-like section at the rear of a tipper or dumper where materials such as soil, sand, gravel and other bulk materials are carried.According to the Gazette notification, the covering system can be electrically operated, electromechanically operated, hydraulically operated or mechanically operated. In simple terms, this means the vehicle will need an integrated mechanism that allows the load to be covered without relying only on a manually placed cover. The notification also states that any suitable material can be used for covering the roof of the load body. The rules further require the load body to be fully enclosed while the vehicle is moving on the road. This means that once the vehicle begins travelling, the material being transported must remain covered by the prescribed system. The objective of the provision, as stated in the notification, is to ensure that the "load body remains fully enclosed during road movement".NEED FOR A WARNING MECHANISM FOR TRUCK DRIVERSThe new requirement also includes a warning mechanism for drivers. An audio-visual alert system will have to be provided inside the cabin so that the driver is alerted if the load cover is open.An audio-visual system is a system that can provide both a sound and a visual warning to the drivers of a vehicle. If the load cover is open or has not been properly secured while the vehicle is moving, the system will alert the driver.Another important part of the amendment relates to the overall height of the vehicle.THE MANDATORY RULE OF VEHICLE'S OVERALL HEIGHTUnder the amended rules by the Ministry, the system installed on tippers and dumpers to enclose the load body will not be taken into consideration when measuring the vehicle's overall height, subject to the provisions specified in the rules. The amendment follows a draft notification issued earlier by the Ministry of Road Transport and Highways on March 20, 2026. The draft was published in the Gazette on March 27, and the government invited objections and suggestions from people who could be affected by the proposed changes. The final notification states that the objections and suggestions received from the public were considered before the government introduced the amended rules. The amendment itself comes into force from the date of its publication in the Official Gazette. However, the specific requirement for tippers and dumpers to have the load-covering system begins on April 1 next year. The basic requirement, according to the notification, is that tippers and dumpers will need a proper covering mechanism over their load bodies. The mechanism must be capable of being operated through an approved mechanical or powered system, and the driver must receive a warning if the cover is open or unsecured while the vehicle is moving.- EndsPublished By: Avinash KateelPublished On: Aug 11, 2026 15:23 IST
