No habeas relief for alleged former Al-Qaida leader

SAN FRANCISCO — The Ninth Circuit upheld an Arizona federal court’s denial of habeas relief to Ali Yousif Ahmed Al-nouri, who sought relief from an order certifying his extradition to the Republic of Iraq to be tried on two counts of murder. A naturalized citizen of the U.S. originally born in Iraq, he fled to Syria before coming to the U.S. The Iraqi government says he was a local leader of Al-Qaida in Iraq, an Al-Qaida “franchise” operating in Fallujah.
