Naidu calls for effective implementation of constituency-level vision action plans

Chandrababu Naidu on Friday directed the elected representatives and officials to ensure effective implementation of the constituency-level vision action plans, saying their success should become a benchmark for governance, development and poverty eradication.Reviewing the implementation of the Swarna Constituency Vision Action Plan through a video-conference from his Camp Office, Mr. Naidu said Andhra Pradesh was the first State in the country to adopt a structured constituency-wise vision planning system. The initiative had received national recognition, he added.Interacting with the Ministers, MPs, MLAs, District Collectors, young professionals, knowledge partners, and staff of the Swarna offices, the Chief Minister said that the elected representatives had a crucial role in translating the plans into measurable outcomes, and directed them to work towards achieving growth in line with the identified key performance indicators.Field-level monitoringThe MLAs should conduct regular reviews of the action plans and ensure that field-level monitoring was meaningful and accountable to the people. Development strategies should be tailored to local resources and conditions, while technology and the government’s data lake should be extensively used for planning and analysis, he said.Mr. Naidu stressed the need to move beyond merely providing financial assistance to the beneficiaries and focus on making families economically self-reliant. The government’s P4 initiative, he said, was aimed at extending sustained support to the poor families and creating confidence that every family would receive assistance in overcoming poverty.The Chief Minister also called for efforts to increase per capita income in every constituency, and directed public representatives and field-level officials to facilitate the grounding of industries that had received approvals.Stating that education and healthcare costs were becoming a burden on the poor and middle-class families, Mr. Naidu said innovative initiatives such as Sanjeevani and Talliki Vandanam were intended to address these concerns. Improved standards and skill development in government schools had resulted in an additional one lakh student enrolments, reducing the financial burden on families, he observed.Political governanceThe Chief Minister said officials and elected representatives should think innovatively and adapt Vision Plans to local conditions. Effective coordination between the political representatives and administration was essential, and “political governance” should function at every level, he said.Mr. Naidu emphasised that public participation was key to achieving better outcomes in governance and development. He cited the public response to the inauguration of the Alluri Sitarama Raju International Airport at Bhogapuram and the successful completion of the Mega DSC recruitment process despite attempts to create hurdles.Finance Minister Payyavula Keshav, Finance and Planning Principal Secretary Piyush Kumar, APSDP Executive Director V.R.
