MMRDA is creating a more robust system for citizen-centric rehabilitation.” | Photo Credit: X/@CMOMaharashtra The Mumbai Metropolitan Region Development Authority (MMRDA) on Thursday (October 1, 2026) launched “e-Punarvasan”, a Rehabilitation & Resettlement (R&R) system designed to verify the identities of project-affected families through Aadhaar and prevent ineligible beneficiaries from receiving homes.The rehabilitation process for 94 eligible slum dwellers from Bandra’s Garib Nagar has begun, and they received possession letters on Thursday (October 1, 2026).The e-rehabilitation system integrates ground survey, online electricity bill verification, Aadhaar-based OVSE verification, computerised e-lottery, and issuance of allotment letters and possession letters to tenements, followed by digital monitoring. The Computerised Tenement Allotment Cell will digitally manage available tenements, allotment, and possession processes, while making the tracking of rehabilitation cases easier.“Through ‘e-Punarvasan’, the human intervention can be reduced and further strengthening transparency. MMRDA is creating a more robust system for citizen-centric rehabilitation,” said Chief Minister Devendra Fadnavis.With this system in place, MMRDA aims to bring manual records onto a structured, technology-enabled and integrated digital system.Dr. Sanjay Mukherjee, MMRDA Commissioner, issued possession letters to 94 eligible slum dwellers from Garib Nagar. “Rehabilitation is not merely about allotting a tenement; it is about ensuring that every PAP receives what they are entitled to through a fair, transparent and dignified process. The objective is to provide PAP greater clarity and confidence in the rehabilitation process, with minimum dependence on intermediaries,” said Mr. MukherjeeAccording to MMRDA, before the R&R system, the PAP rehabilitation process was largely manual and dependent on separate Excel-based records. The survey agency would visit the actual site and collect information about Project Affected Persons (PAPs). Aadhaar Cards, electricity bills and other supporting documents were also verified manually. The Baseline Socio-Economic Survey (BSES) information collected through this process was subsequently submitted in Excel format. followed by Joint Verification and manual preparation of Annexure II. Records of available rehabilitation tenements were also maintained separately in Excel. Under the new digital R&R system, MMRDA will use the OVSE verification process developed by UIDAI, and identity verification of Aadhaar-related information provided by PAPs can be carried out offline, establishing the identity of beneficiaries and linking them with the corresponding rehabilitation case.The system includes MIS reports and a management dashboard for MMRDA to monitor the status of tenement allotment to PAPs, progress of rehabilitation and the stage at which each case currently stands.
