Meloni: Putin Seeks European Escalation to Mask Ukraine Failures

Italian Prime Minister Giorgia Meloni warned Thursday that Russian President Vladimir Putin is seeking escalation with Europe to divert attention from a war in Ukraine that, she said, is not going as Moscow had promised. Speaking in Oslo alongside Norwegian Prime Minister Jonas Gahr Støre, Meloni urged European allies to examine Moscow’s motives before reacting to an increasing number of Russian provocations.JOIN US ON TELEGRAMFollow our coverage of the war on the @Kyivpost_official. “I don’t think anyone can fail to notice the multiplication of provocations,” Meloni said. “We have seen several in recent weeks.” She argued that the reason lies in Russia’s difficulties on the battlefield. “Putin needs to shift attention by seeking an escalation with Europe from a situation on the battlefield in Ukraine that is not going as [he] had predicted, declared and promised to his people,” Meloni said. “We have to ask ourselves who benefits from a possible escalation and act accordingly.” Meloni warned that reacting in a way that widens the confrontation could serve Moscow’s interests. “I don’t think we should respond to these provocations,” she said. “Responding... would be more in Moscow’s interest than Europe’s.” Her comments come amid heightened concern across NATO’s eastern flank over Russian airspace violations, drones, sabotage and other hybrid activity. Earlier Thursday, Polish Prime Minister Donald Tusk said intelligence assessments indicate Russia could use “hybrid” drone and missile incidents against countries supporting Ukraine while portraying them as accidents, in what he described as an effort to weaken NATO cohesion and confidence in Article 5. Push for a single European envoy on Ukraine Meloni also renewed her call for Europe to appoint a single representative on Ukraine, arguing that multiplying diplomatic formats and interlocutors risk weakening Europe’s position as peace efforts intensify. “I think identifying and formally appointing someone who speaks on behalf of Europe would strengthen the European position,” she said. Meloni stressed that such a role should represent Europe more broadly rather than only the European Union, saying non-EU allies such as Norway and the United Kingdom “could not and absolutely should not be excluded.” She suggested a potential envoy could come from a medium-sized European country, firmly support Ukraine, understand Russia and maintain strong relations with Washington. “Having a single interlocutor in a delicate phase would clarify, simplify and strengthen the European position,” Meloni said. The proposal comes as US President Donald Trump renews diplomatic efforts over the war, while European governments seek to ensure that Ukraine and its European partners retain a central role in any negotiations with Moscow. The Norwegian prime minister’s office said the leaders discussed “Russia’s war of aggression against Ukraine” as well as security in Europe’s High North. They also examined deeper cooperation in defense, energy, critical raw materials and maritime industries. “In a time of increased geopolitical unrest, Europe needs more cooperation on security, preparedness, energy and economic development,” Støre said, adding that Norway and Italy stand together in strengthening European security. Meloni also reaffirmed continued support for Kyiv, saying Italy and Norway would keep working to strengthen the resilience of the Ukrainian people and support a “just and lasting” peace.
