OTTAWA, Ontario — The Federal Court of Appeal of Canada dismissed the attorney general’s petition for judicial review of a decision by the Social Security Tribunal of Canada’s Appeal Division, which decided the government could not reconsider a mother’s claim for paternal benefits more than 36 months after the benefits were paid to her. She applied for 18 months of maternity leave benefits but returned to work after 12 months and did not report this, so she was paid an extra six months of benefits.
