Of the amount, P4.368 billion is for confidential funds, while P6.405 billion is for intelligence funds. Intelligence funds are expenses related to intelligence information gathering activities of uniformed and military personnel and intelligence practitioners that have a direct impact on national security. Meanwhile, confidential funds are used for surveillance activities in civilian government agencies that are intended to support their mandate or operations. Under the 2027 National Expenditure Program (NEP), a huge chunk (51.51%), or P2.25 billion of confidential funds is allocated to the Office of the President. It is followed by the Philippine Drug Enforcement Agency with P500 million, the Department of Justice with P364.85 million, and the National Intelligence Coordinating Agency with P351 million. “We wish to reiterate that the use of confidential and intelligence funds remains subject to existing budgeting, utilization, liquidation, and auditing rules to ensure accountability and that the funds are used solely for their intended purposes,” acting Budget Secretary Kim De Leon said during the turnover of NEP to the House of Representatives on Tuesday, August 11. Confidential funds have come under scrutiny in recent years after the Commission on Audit flagged the funds’ use by Vice President Sara Duterte’s office and the Department of Education when she headed it.
