ANKARA — Turkish President Recep Tayyip Erdogan’s ruling party on Wednesday gained control of the mayoralty of Izmir, Turkey’s third-largest city and a secular stronghold, after Mayor Cemil Tugay joined the ruling Justice and Development (AKP).
