Kyiv Water, Electricity Outages Continue After Massive Russian Attack on Energy Grid

Water and electricity disruptions continued in Kyiv on Wednesday, Nov. 4, following one of Russia’s largest attacks on Ukraine’s energy infrastructure, which damaged key facilities and triggered emergency power cuts across the capital and surrounding region. Kyivvodokanal, the city’s main water supplier, said key water supply facilities had lost power following the attack, leaving residents across the capital without running water. Restoration work is underway, but the utility warned it could take time, advising residents to refill water at pump rooms across the city.JOIN US ON TELEGRAMFollow our coverage of the war on the @Kyivpost_official. Ukraine’s national energy operator Ukrenergo described Tuesday’s assault as “one of the largest attacks on Ukraine’s energy infrastructure,” saying Russian forces had deliberately targeted energy facilities more than 20 times in the previous 24 hours. Kyiv Mayor Vitali Klitschko said the electricity situation in the capital was “very difficult,” with damage to facilities in the Kyiv regional energy hub forcing emergency outages. Authorities are setting up heating points in the worst-affected districts, where residents can warm up and charge their devices, Klitschko said. The power cuts have also disrupted public transport. Tram and trolleybus services were suspended across Kyiv on Tuesday evening, prompting authorities to introduce additional bus routes. The suspension will remain in place until the energy system stabilizes, the Kyiv City State Administration said. The Kyiv metro continues to operate normally, although its further operation will depend on the state of the power grid, the administration added. Power Cuts Spread Across Ukraine Emergency electricity restrictions were also introduced in Sumy and Poltava regions on Tuesday. The Energy Ministry reported particularly difficult electricity supply conditions in Vinnytsia, Zhytomyr and Kharkiv regions. The latest disruptions follow a partial water outage in Kyiv on Friday, Oct. 30, and repeated interruptions to essential services throughout October, including earlier reports of water supply problems. Kyiv has warned that Russia plans to disable 90% of Ukraine’s utilities during the winter, as temperatures fall below freezing. City officials said they had obtained detailed Russian war plans outlining the weapons allocated to attacks on individual energy facilities. A recent UN report said Russia’s attacks on Ukraine’s energy infrastructure could amount to crimes against humanity, citing Moscow’s publicly stated intention to disrupt essential supplies for civilians. Water disruptions have emerged as one of Kyiv residents’ main concerns ahead of winter, according to Kyiv Post interviews conducted in October. While most residents interviewed said they intended to remain in the capital, many questioned whether authorities were adequately prepared. Ukrainians faced similar difficulties last winter, when heating outages coincided with subzero temperatures and power cuts sometimes lasted up to 48 hours. Residents also reported being unable to flush toilets during prolonged water disruptions. Kyiv Post is Ukraine’s first and oldest English news organization, reporting since 1995.
