Kokua Line: Why do I update voting status?

Question: The voting members of our household each got a postcard notifying us that we are registered to vote by mail, which is great except for my son. He left for a job on the mainland. Must he notify the elections office? I want to make sure he can register to vote where he lives now if he wants to.
