Kokua Line: Can I get cheap loan to prevent future flood damage?

Question: After the Kona-low storms, the SBA has cheap loans to prevent future flood damage, not just to repair current damage. Can we get this money if our house didn’t flood this time? It has flooded in the past but there was no FEMA or SBA money then because it wasn’t a federal disaster, just a big storm.
