Kochi Corporation’s maiden Local Area Plan around Vyttila submitted for govt. approval

Private buses stopping midway through the track near the Vytilla Mobility Hub The Kochi Corporation has submitted its maiden Local Area Plan (LAP), anchored in the concept of transit-oriented development (ToD), to the State government ahead of its implementation. At a meeting chaired by Mayor V.K. Minimol in June this year, the LAP Special Committee approved the final draft after incorporating the suggestions and complaints received from the public following its publication in the gazette in March. Subsequently, the Kochi Corporation council cleared the decision in August to submit the plan through the Chief Town Planner for approval by the Local Self-Government department.The Vyttila LAP covers the Ponnurunni, Ponnurunni East, Vyttila, Poonithura, and Vyttila Janatha divisions. The move to create the LAP was initiated during the tenure of the previous Left Democratic Front (LDF) council, after an initial allocation of ₹33 lakh by the then LDF government in March 2024. In August that year, the council decided to bring 105 hectares, including the Vyttila metro station and its neighbourhood, under the LAP’s ambit.“The LAP will ensure a standardised development protocol for future growth while demarcating sensitive ecological areas such as riverbanks, open spaces, and flood-mitigation zones. Adherence to the LAP will be a mandatory criterion for issuing building permits in the designated area. The Corporation is also proposing a second LAP in areas surrounding Palluruthy in West Kochi, where more land is available for planning,” said Ms. Minimol.As a prelude to preparing the LAP, a base map was drawn up, followed by ward-level meetings and consultations with stakeholders. It was also showcased at the Kerala Urban Conclave organised by the State Government, as well as in exhibitions aimed at collating public opinions and concerns.“LAPs replaced the earlier Detailed Town Planning schemes after the Union Government introduced ToD to attract people towards areas centred around mass transport systems. Vyttila was chosen for the LAP due to the convergence of multiple transport networks — metro, mobility hub, road, and boat services. A higher Floor Area Ratio should be provided to make investments in the LAP area attractive. The Vyttila region has the capacity to accommodate four to five times its existing population,” said M. Anilkumar, former Mayor and co-chair of the Kerala Urban Policy Commission during the previous LDF government.He stressed that creating awareness among the public and ensuring time-bound implementation are critical, cautioning that the LAP should not be reduced to a mere real estate venture. V.P. Chandran, councillor of the Vyttila division, expressed hope that the LAP’s implementation would trigger a development boom in and around Vyttila, while not obstructing the future building plans of ordinary residents.V.A. Sreejith, LDF parliamentary party leader and councillor of the Palluruthy-Kacheripady division, insisted that the second LAP in Palluruthy must incorporate three major concerns of the people in the area. “The LAP should provide solutions to recurrent tidal flooding, waterlogging, and the absence of connecting roads,” he said.
