Intel Vulkan Driver Now Supports H.265 10-bit Video Encoding

Hyunjun Ko with Igalia continues advancing the Vulkan Video capabilities of the Intel open-source "ANV" Vulkan driver for Linux systems. After recently working on Vulkan Video encode fixes and fixing up H.264/H.265 encode for Intel Alchemist GPUs and other Gen12.5 graphics, he's now tackled 10-bit H.265 video encoding support. It was an oversight that 10-bit H.265 encode wasn't supported until now. Ko simply commented in the merge request for this ANV 10-bit H.265 encode support: "Realized 10-bit H265 encoding is not implemented yet." Just a few lines of code were needed to get 10-bit video encode working for the ANV driver on top of its existing Vulkan Video code paths. That code is merged ahead of the Mesa 26.2 stable release expected in August.
