For much of the past three years, the global conversation around artificial intelligence has resembled an arms race. Countries have competed to build larger models, secure access to advanced chips, attract top talent, and unlock the economic potential of generative AI. The winners, it was assumed, would be those with the deepest compute reserves, the largest datasets, and the fastest innovation cycles. But the AI race is evolving. The first phase was about infrastructure. The second was about applications. The third, and arguably most consequential phase, is about governance. As AI systems move beyond experimentation and begin influencing lending decisions, hiring outcomes, healthcare recommendations, insurance assessments, and public services, a more fundamental question is emerging: who can be trusted to govern AI at scale? That question may ultimately matter as much as who builds the most powerful models, and it is here that India finds itself in a uniquely advantageous position. The Emergence of a Different Model Around the world, governments are approaching AI governance through distinct lenses. Europe has prioritised regulation through its AI Act. The United States has largely favoured a market-led approach, relying on innovation and industry-driven safeguards to shape adoption. China has pursued a model centred on state oversight and centralised control. India, however, appears to be charting a different course altogether. Rather than viewing governance and innovation as competing priorities, it is increasingly treating governance as infrastructure. In many ways, this amounts to a fourth model: governance through digital infrastructure. Over the last decade, India has quietly built one of the world's most ambitious digital public infrastructure ecosystems. Aadhaar, UPI, DigiLocker, Account Aggregator, and ONDC have demonstrated something many countries are still struggling to achieve: the ability to create trust, verification, consent, and interoperability at population scale. These systems were trust architectures, and as AI becomes embedded in everyday economic activity, those foundations may prove to be among India's greatest strategic advantages. The DPDP Act and the Architecture of Accountability At the centre of India's emerging governance framework sits the Digital Personal Data Protection (DPDP) Act, 2023. While much of the public discussion around the legislation has focused on compliance requirements and financial penalties, the more important shift is philosophical. As former MeitY Joint Secretary Sanjay Goel observed, "One's data is one's own. This Act gives that right to the individual. If a third party wants access, that is not a right, it's a request." The Act places individual ownership and control of personal data at the centre of India's digital economy. Consent is no longer treated as a procedural formality but becomes a foundational principle, while accountability moves beyond corporate promises into measurable obligations. India has introduced the concept of Consent Managers, registered intermediaries that enable individuals to manage, review, and withdraw consent through a unified interface. The DPDP Act represents an early attempt to build that transparency into the system while signalling the kind of governance architecture India believes will be necessary as AI adoption expands. Enterprise AI Will Be Governed, Not Just Deployed India's opportunity in trusted AI is not limited to public policy. Industry estimates suggest that nearly 60% of large Indian organisations are actively deploying AI in production environments, while an estimated 520 million to 724 million people are already interacting with AI-powered services. As AI adoption accelerates at both the enterprise and consumer level, the governance choices India makes will increasingly have implications that extend well beyond its own borders. The future of AI governance will not be determined by legislation alone but by whether organisations can operationalise trust at scale. India's 1,800+ Global Capability Centres are already navigating domestic regulations, international privacy obligations, and emerging AI governance requirements simultaneously. As AI systems evolve continuously, the audit window is giving way to the audit posture: an always-on state of readiness. In that sense, India's enterprise ecosystem may become an important proving ground for trusted AI. A Strategic Moment for India Initiatives under the IndiaAI Mission and growing investments in digital infrastructure signal India's intention to shape the future of artificial intelligence. Yet India's greatest opportunity may not lie in competing head-to-head with larger economies on every dimension of the AI stack. Instead, it may lie in becoming the place where trustworthy AI can be built, deployed, and scaled responsibly. Governance credibility, unlike compute capacity, cannot be bought in a single budget cycle. It accumulates, or it erodes. If history offers a useful parallel, the internet rewarded connectivity and the mobile era rewarded accessibility, while the AI era may ultimately reward credibility. If that proves true, India's combination of digital public infrastructure, data governance frameworks, technological talent, and rapidly expanding AI ecosystem places it in a remarkably strong position. The global AI race is no longer only about who can build intelligence. It is increasingly about who can build confidence in intelligence, and that is a race India is uniquely equipped to win.
