Immigration street sweeps led to more ‘collateral’ arrests of noncriminals

A quarter of immigration arrests since August were labeled "collateral" by Immigration and Customs Enforcement, or someone swept up in another arrest and rarely with a criminal record. Maryland had one of the country's highest rates of collateral arrests.
