Oklahoma City Public Schools opened a $116 million Capitol Hill High School on the city's south side Tuesday, replacing a 1920s building that lacked modern amenities and efficient air conditioning. The new campus serves a predominantly Latino community where 99% of students are economically disadvantaged and half are English-language learners.
