The scheme aims to establish state-of-the-art common technical infrastructure for artisans, micro, small and medium enterprises (MSMEs), producer groups and other stakeholders associated with district-specific ODOP products.By providing access to shared facilities, the scheme seeks to strengthen the value chain of traditional industries and improve the availability of modern infrastructure for enterprises working within ODOP product clusters.What is a Common Facility Centre?A Common Facility Centre is a shared infrastructure facility established for enterprises engaged in the production of identified ODOP products. Rather than creating individual infrastructure for each enterprise, the scheme enables multiple users within a product cluster to access common facilities that support production, quality improvement, product development and marketing. The centres are established through a cluster-based approach and are implemented by a Special Purpose Vehicle (SPV), which may be a registered society, trust, producer company, cooperative society, or another legally recognised entity as permitted under the scheme.Infrastructure and FacilitiesThe facilities established under a CFC vary depending on the approved project and the requirements of the identified ODOP product. As specified under the scheme, these may include: Testing laboratoriesDesign and product development centresTechnical research and development facilitiesProduct display and sales centresRaw material banksCommon production and processing facilitiesPackaging, labelling and barcoding unitsCommon logistics facilitiesInformation and dissemination centresOther infrastructure approved under the projectThese facilities are intended to support different stages of the product value chain by enabling access to infrastructure that may not be readily available to individual enterprises.Financial AssistanceUnder the scheme, the Government of Uttar Pradesh provides financial assistance for the establishment of Common Facility Centres.For eligible projects with a cost of up to 15 crore, financial assistance of up to 90% of the approved project cost may be provided by the State Government. The implementing SPV is required to contribute a minimum of 10% of the project cost. For projects above 15 crore, the State Government’s contribution is calculated only up to 15 crore.A Cluster-Based ApproachThe CFC Scheme is designed to support groups of enterprises rather than individual units.
