Govt limits number of SIM cards you can have, new rules effective from August 24

From August 24, telecom operators will have to stop issuing new SIM cards to subscribers who have already reached the permitted limit, according to PTI.The Department of Telecommunications (DoT), in a circular dated August 17, directed telecom service providers to introduce technical and organisational measures to identify customers trying to obtain a mobile connection beyond the limit. Such customers will have to be informed that they have already reached the maximum number of connections allowed in their name.How many SIM cards can you have?The SIM limit itself is not new. The DoT had set the ceiling at nine connections per person more than a decade ago, with the rule applying across operators and telecom circles. People in Jammu and Kashmir, Assam and the North-Eastern states face a separate ceiling of six connections.What has changed now is how the government plans to make sure these limits are followed. Telecom companies will have to check a subscriber's existing connections before issuing another SIM, making it harder for customers who have already reached the ceiling to register additional numbers. There is also a disclosure requirement at the time of taking a new connection. Customers have to mention the mobile numbers already registered under their name in the Customer Application Form (CAF), including connections taken from other operators or in other telecom service areas.How will telecom operators identify subscribers?To enforce the cap, telecom operators will have to cross-check customer records through the government’s Digital Intelligence Platform. The system brings together subscriber details provided by different telecom companies, giving operators a way to determine whether a person has already used up the number of connections allowed in their name. The DoT is also introducing a photo-based identification feature on the platform. Starting August 23, DIP will show a representative image for subscribers who have already reached the applicable SIM limit.Operators can use this information when processing a request for another connection. If the customer is found to have crossed the permitted threshold, the new SIM will not be issued.Telecom companies have been given until November 30 to integrate and streamline their processes with the Digital Intelligence Platform.What happens if a SIM is issued by mistake?The government has also laid down an interim process while operators complete the required technical changes. According to the circular, any mobile connection activated beyond the permitted limit may be immediately suspended for a day until the issue is resolved. The action will be taken under the terms and conditions of the Customer Application Form.The DoT said the aim of the directive is to ensure that subscribers use mobile connections only within the prescribed limit.
