Germany Pledges €60M, Advances Patriot Talks in Kyiv

Germany will provide an additional €60 million ($70.1 million) in aid to Ukraine, while negotiations with international partners to secure additional Patriot interceptor missiles are progressing, German Foreign Minister Johann Wadephul announced in Kyiv on Saturday, Aug. 22. Wadephul emphasized the urgency of supplying additional air defense systems, stating that the outcome of the war must ensure the rule of law prevails over the “law of the jungle.” The newly announced financial assistance includes €50 million ($58.4 million) in humanitarian aid and a €10 million ($11.7 million) contribution to the NATO Comprehensive Assistance Package (CAP) for Ukraine. The €50 million in humanitarian assistance will be directed to UN organizations and NGOs supporting residents in Kyiv and frontline areas. The funds will prioritize the delivery of generators, as the minister noted that Russia continues to target energy infrastructure ahead of the winter season. Speaking to journalists, the minister contrasted the summer vacation season in Germany with the situation in Ukraine, where he stated the civilian population continues to face daily Russian attacks. Wadephul asserted that Germany has become Ukraine’s most important ally regarding the volume of bilateral military, political, and economic assistance. Wadephul emphasized the urgent need to prepare Ukrainian infrastructure for the colder months. He noted that he and French Foreign Minister Jean-Noël Barrot have sent a joint written appeal to multiple countries requesting assistance to ensure Ukraine can maintain its energy grid during the winter. He also stressed the importance of a united European stance, stating that Europe must demonstrate that Russian President Vladimir Putin will not achieve his military objectives. Wadephul added that while Germany is ready to support Ukraine in potential future negotiations with Russia, continued support for Kyiv is a prerequisite for those negotiations to take place. Independence Day gatherings Wadephul’s visit comes ahead of broader international diplomatic events in Kyiv. Around 10 foreign leaders are expected in the capital on Monday, Aug. 24, as the country marks its 35th Independence Day. The Coalition of the Willing, a group coordinating support for Ukraine, is scheduled to hold a hybrid meeting on Monday. The talks will be co-chaired by German Chancellor Friedrich Merz, British Prime Minister Andy Burnham, and French President Emmanuel Macron, who will participate via video link. European Council President António Costa is also expected to attend, following the recent opening of EU accession negotiations with Ukraine.
