Francisco weakens into typhoon, enhances ‘habagat’

Super Typhoon Francisco, once a formidable storm, has now weakened into a typhoon as it moves over the Philippine Sea, while still contributing to the southwest monsoon, or "habagat," impacting the Philippines. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) reports that this weakening doesn't lessen the monsoon's effects, which can bring heavy rains and flooding to the lowlands.
