The proposed legislation seeks to tighten oversight, transparency and compliance rules governing foreign contributions received by NGOs, trusts and associations in India. The government has defended the bill as a step towards greater accountability in the use of foreign funds, which stood at $2.67 billion in 2024-25. Opposition parties, however, have questioned the expanded regulatory powers and raised concerns over executive authority. India's Ambassador to the United States, Vinay Mohan Kwatra, has also rejected international criticism of the proposed FCRA changes, defending India's position on regulating foreign contributions.
