The lawmaker's remark about a possible complaint was taken out of context and sensationalized Claim: Navotas City Representative Toby Tiangco said President Ferdinand Marcos Jr. will be impeached in 2027. Rating: FALSE Why we fact-checked this: A reel posted by the Facebook page WeSupport-Du30 on October 30 carries a “Breaking news” banner that reads, “Toby Tiangco, sinabing mai-impeach ang Pangulo sa 2027 (Toby Tiangco says the President will be impeached in 2027). Another overlay says “MARCOS JR., RESIGN!!!” It read further: “Sayang ang pinagkatiwala ng taong-bayan sa kanya, akala pa naman namin makakabawi siya sa ginawa ng tatay niya.” (The people’s trust in him was wasted; we thought he would make up for what his father did.) The post’s author then said in the caption that there could be many reasons to impeach Marcos. As of writing, the video has 61,000 views, 3,700 reactions, 713 comments, and 453 shares. The facts: No credible report says Tiangco saying Marcos will be impeached. The banner turned a secondhand remark into a forecast. In an October 22 interview, Tiangco said someone told him a group was considering an impeachment complaint against Marcos after the one-year ban in February. His remarks were part of a broader point about the budget, arguing that the executive branch could lose its “good-faith excuse” if its 2027 budget proposal retains provisions that violate the Supreme Court (SC) ruling, which declared the 2024 and 2025 national budgets unconstitutional. The SC issued rules to regulate the use of unprogrammed funds, including prohibiting lump sums in unprogrammed appropriations and requiring Congress to have prioritization standards when funds have multiple purposes, among others. Tiangco also noted that Marcos did not use his veto power as the budget’s final signatory, an issue that could be raised in a complaint. Furthermore, a complaint also does not constitute immediate impeachment. It must clear the House of Representatives, and the Constitution requires a vote of at least one-third of all members to send the articles of impeachment to the Senate. Impeachment against Marcos: Two impeachment complaints against Marcos were filed in January 2026. The first complaint was filed by attorney Andre de Jesus and backed by Pusong Pinoy Party-list Representative Jett Nisay, while the subsequent complaint originated from progressive organizations and was endorsed by three Makabayan bloc legislators. Both complaints cited constitutional violations, graft and corruption, and betrayal of public trust. They were referred to the House committee on justice on January 26. On February 4, the committee found them to be insufficient in substance. On February 10, 284 lawmakers voted in favor of dismissing both complaints. Had the complaints advanced, the House would have transmitted the articles of impeachment to the Senate, which would then conduct the trial and decide whether to convict and remove Marcos from office. (READ: Step-by-step guide to the impeachment process that awaits Marcos) Budget woes: Tiangco spoke after the SC’s October 20 ruling voided parts of the 2024 and 2025 national budgets and some provisions in the 2026 budget. The Court flagged a P449.5-billion increase in the 2024 unprogrammed appropriations and a P17.99-billion Special Road Fund allocation in the 2025 General Appropriations Act (GAA). Palace Press Officer Claire Castro said Marcos should not be held liable for signing the budgets. On October 22, the Office of the Solicitor General (OSG) said it would seek clarification and partial reconsideration of the decision. The President is also prepared to use his line-item veto to strike alleged questionable “pork” insertions from the proposed P7.2-trillion 2027 national budget. – Cyril Bocar/Rappler.com Efren Cyril Bocar is a journalist from Llorente, Eastern Samar who graduated with a degree in English Language Studies at the Visayas State University.
