EU Approves $3.4B Transfer to Ukraine, Based on Kyiv Reforms

The Council of the European Union approved the eighth disbursement to Ukraine under the Ukraine Facility program, wherein Kyiv is set to receive nearly $3.4 billion.Included in the tranche for the first time is about $909 million – part of a broader two-year EU Ukraine Support Loan support framework spanning 2026-2027, with a total volume of $102.3 billion.JOIN US ON TELEGRAMFollow our coverage of the war on the @Kyivpost_official.The Ukraine Facility (UF) is a $55.5 billion European Union financial support program spanning 2024-2027. The funding is intended to strengthen Ukraine’s macro-financial stability, fuel its recovery and modernization, ensure the continued functioning of public administration, and back its reform efforts.The EU Council also amended the Ukraine Plan to include Norway’s voluntary financial contribution of 1 billion kroner ($105.1 million) in non-repayable support.“The Ukraine Facility allows EU member states, third countries and international organisations to contribute voluntarily,” according to a statement of the EU Council.The EU approved the disbursement on Sept. 24, reflecting Ukraine’s successful completion of 10 target steps. Ukraine has met 84 of the 95 target steps required under the Plan to date, representing around 88% of the steps due so far.Previously, on Aug. 23, Norwegian Prime Minister Jonas Gahr Støre pledged that Norway will deliver 85 billion kroner ($9.2 billion) to Ukraine in 2027.
