The advisory was widely criticised as a "gag order" before the institute later clarified that it had been misunderstood. In its clarification, IIT Roorkee said the advisory was intended to ensure campus safety and maintain academic functioning, and did not prohibit students from expressing their views or participating in peaceful discussions.
