DU releases updated discipline, anti-ragging guidelines ahead of new session

Delhi University has issued fresh discipline and anti-ragging guidelines ahead of the new academic session. The measures ask colleges and hostels to tighten vigilance, support freshers and improve emergency reporting.The DU Proctor's Office has directed institutions to constitute disciplinary committees and vigilance squadsAhead of the start of the new academic session, the University of Delhi (DU) has issued a fresh set of guidelines asking colleges, departments, hostels and affiliated institutions to strengthen campus discipline and implement strict anti-ragging measures.The Proctor's Office has directed institutions to constitute disciplinary committees and vigilance squads, prominently display anti-ragging helpline numbers and ensure strict monitoring of hostels, canteens, common rooms and other student gathering spots to prevent incidents of ragging, hooliganism and harassment.FOCUS ON PREVENTION AND CAMPUS VIGILANCEThe guidelines state that all matters related to student discipline will continue to be governed by the University's Ordinances XV(B) and XV(C), while colleges are expected to frame institution-specific rules to supplement the University's regulations. They also call for wider publicity of disciplinary rules and provisions relating to the prevention of sexual harassment to ensure a safe campus environment, particularly for newly admitted students.Each institution has also been asked to designate a Disciplinary Resource Person (DRP). The details of DRP must be shared with the University's Proctor's Office for coordination on disciplinary matters, the guidelines said. The vigilance squads, which may include NCC and NSS volunteers, have been tasked with maintaining surveillance across campuses, especially in hostels and common areas, to prevent ragging, eve-teasing and other undesirable activities. Institutions have also been advised to install sealed complaint boxes so that students can confidentially report incidents requiring immediate attention.IDENTITY CARDS, MENTORS AND EMERGENCY SUPPORTThe University has reiterated that students should carry identity cards at all times, with entry to campuses regulated through identity verification. Colleges have also been encouraged to conduct surprise inspections in cafeterias, hostels, parking areas and other student spaces to maintain discipline. To support freshers, the guidelines recommend introducing a faculty mentor system to help students adjust to campus life and overcome emotional challenges associated with transitioning to university. Institutions have also been asked to prominently display the contact details of principals, wardens, disciplinary committee members and the University Proctor on notice boards for emergency assistance.The Proctor's Office has reminded institutions that under the UGC's anti-ragging regulations, heads of institutions must submit periodic compliance reports during the academic year.
