MINNEAPOLIS — A federal court in Minnesota dismissed the federal government’s lawsuit against Minneapolis Public Schools over the districts’ alleged discriminatory layoff practices, which shield teachers of color from layoffs compared to white teachers, who are let go first in certain cases.
