Congress resets Team UP: 5 clear messages for BJP and Akhilesh Yadav

Congress replaced Ajay Rai with Aradhana Misra Mona as Uttar Pradesh Congress chief.NEW DELHI: Congress has overhauled its Uttar Pradesh organisation ahead of the 2027 assembly election, replacing Ajay Rai with three-time Rampur Khas MLA Aradhana Misra Mona as state unit president and appointing Saharanpur MP Imran Masood as working president. The party has also named Chaudhary Virendra Singh as Congress legislature party leader.The reshuffle brings together a prominent Brahmin leader from eastern UP, a Muslim leader with influence in western UP, and Dalit and OBC representation in senior organisational positions. Rajendra Pal Gautam, a Dalit leader, is already the party's Uttar Pradesh in-charge. With these recent appointments, Congress may be trying to widen its social and regional reach after years of electoral decline in the state.Taken together, the appointments suggest that Congress is trying to do two things at once: strengthen its bargaining position with the Samajwadi Party while rebuilding an independent political identity in Uttar Pradesh.The timing is important. The 2024 Lok Sabha election revived Congress's presence in UP through its alliance with Akhilesh Yadav. But Akhilesh’s party remains the much larger organisation in the state. In the 2024 polls, SP moved 32 seats up and won 37 seats, registering a 15.73% gain in vote share. On the other hand, Congress also slightly improved its Lok Sabha tally with 6 seats and a jump of a little over 3% vote share.Congress is now trying to turn that electoral revival into a more substantial organisational base before the 2027 assembly election in a state which has been long associated with Congress's political success story.Here are the five messages embedded in the reset.1. A bigger, but amicable, say at seat-sharing tableThe appointment of Aradhana Misra Mona as UPCC president, along with the elevation of Imran Masood, suggests that Congress wants to push for a larger share of assembly seats while keeping its relationship with the Samajwadi Party workable.What Mona Misra said after her appointment as UP Congress chief Masood has been unusually vocal about Congress' seat demand. On September 3, he argued that if Congress' electoral performance continued to improve, its share of seats should also increase."Hum koi bhikhari hain jo Samajwadi Party se bheekh mangenge? ... Party formula tay karegi, lekin jo formula Lok Sabha election mein tha, woh formula nahi hoga. (Are we beggars who will beg from Samajwadi Party? ... The party will decide the formula, but it will not be the same formula used in the Lok Sabha elections)," he had told ANI.Congress' UP in-charge Rajendra Pal Gautam has also spoken of seeking an equal number of seats with the SP, while Masood has backed a 50:50 formula.The rhetoric sharpened on September 28, when Masood directly declared: "If Akhilesh Yadav is unhappy (with seat-sharing discussion), the loss will be his own... We fail to understand what the anger is even about."Mona's elevation, on the other hand, sends a somewhat different signal. Unlike the more combative rhetoric around seat-sharing, her appointment gives Congress a state president who is seen as having a more workable equation with the SP leadership. Her political experience and close association with the Congress leadership also give her a role in managing the alliance even as the party pushes for greater space.The numbers give Congress some basis for making that argument. In the 2024 Lok Sabha election, the SP won 37 of UP's 80 seats while Congress won six, taking the INDIA bloc's combined tally to 43. The SP's 37-seat tally was a dramatic rise from five seats in 2019.However, going by the numbers, Congress cannot negotiate from the position of higher power and will most likely have to settle for the junior partner role.But how "small" the partner role it gets will be crucial.2. Rebuilding old social reach, but with a new mixOne of the clearest messages in the new team is social and regional balancing.Mona is a prominent Brahmin face from eastern Uttar Pradesh. Masood brings a prominent Muslim face from western UP. Devinder Nishad gives the organisation an OBC, riverine-community face, while Alok Prasad brings Dalit representation into the senior state team. Rajendra Pal Gautam is already the party's Dalit in-charge for Uttar Pradesh.The choice of Mona is particularly significant because she replaces Ajay Rai, a Bhumihar leader, with another upper-caste leader from a different community. The switch from Rai to Mona could be read as an attempt to reconnect with Brahmin voters who were traditionally associated with Congress but have, over time, moved substantially towards the BJP.What Ajay Rai said after being replaced as UP Congress chiefThis rejig comes at a time when the upper-caste groups (Rajputs, Brahmins, Tyagis) reportedly feel increasingly sidelined by BJP's aggressive outreach toward non-Yadav OBC and Dalit vote banks. Tensions stem from ticket distribution cuts, perceived administrative favour toward Rajputs over Brahmins, and farmers' issues.Mona's appointment, however, is not simply a return to Congress's old social formula. The new team combines upper-caste, Muslim, Dalit and OBC representation, while also distributing the leadership geographically between eastern and western UP.The BJP has built a broad social coalition of its own in Uttar Pradesh. Congress' organisational response now appears to be an attempt to create multiple social entry points into the party rather than rely on a single caste or community bloc.3. Not conceding Muslim voteMasood's elevation carries another particularly important message for western Uttar Pradesh.The Saharanpur MP is one of Congress' most prominent Muslim leaders in the state, and his appointment puts a western UP Muslim face in the second-most important position in the state organisation. His appointment seems to be a direct attempt to attract and consolidate Muslim support.That matters because the SP has traditionally been the principal opposition party competing for the Muslim vote in UP. The 2024 Lok Sabha election demonstrated the strength of that relationship.What Imran Masood said after UP Congress organizational reshuffle A post-election CSDS-Lokniti analysis estimated that 77% of Muslim respondents in Uttar Pradesh voted for the SP and 15% for Congress, while 2% reported voting for the BJP. These are, of course, survey estimates and not absolute vote counts. However, it may reflect the trend.The actual election results also showed the importance of Muslim-heavy constituencies to the opposition's performance. Congress won Saharanpur and Sitapur, while the SP and its allies captured several other such seats.Masood's promotion therefore gives Congress a prominent vehicle to seek Muslim support directly rather than relying entirely on the SP to bring that constituency into the alliance.4. Congress wants credibilityMona's appointment is significant because she brings an electoral record to the top of the state unit.She first entered the Uttar Pradesh assembly through a bypoll in 2014 and subsequently retained Rampur Khas in the 2017 and 2022 elections. She has therefore won the seat three times. Before entering the assembly, she served as block pramukh of Sangramgarh from 2002 to 2014 and held positions in the organisation and cooperative sector.Her 2022 victory was particularly notable because Congress was reduced to just two assembly seats across Uttar Pradesh. She defeated BJP's Nagesh Pratap Singh by 14,741 votes, polling 84,334 votes, or 50.27%, according to Election Commission data.That gives Congress a state president who is not merely an organisational appointee but an incumbent with a repeated assembly-winning record.5. Women power at heartThe appointment of Aradhana Misra Mona also gives Congress a prominent woman at the helm of its Uttar Pradesh organisation, at a time when BJP too is putting renewed emphasis on its women leaders in the state.The timing is notable. The BJP has recently brought back Smriti Irani into a more prominent organisational role, signalling that women leaders continue to have an important place in its political strategy. Irani, who beat Rahul Gandhi and represented Amethi in the Lok Sabha from 2019 to 2024, remains one of the BJP's most recognisable women faces in Uttar Pradesh.The Mona-Priyanka Gandhi combination will give Congress a big women power picture it can easily put on its posters.The wider electoral numbers also underline why women matter. In the 2024 Lok Sabha election, the Election Commission recorded female voter turnout in Uttar Pradesh at 57.22%, compared with 56.46% among men. Women therefore turned out at a slightly higher rate than men in the state.As a bonus, Mona's elevation also gives Congress a combination of representation and political substance: a woman leader, a Brahmin face, a three-time assembly winner and someone with an established organisational network.The new UP team combines experience with caste, community, regional and gender representation, giving Congress multiple entry points in the voter base. The real test now will be whether the reshuffle can translate into stronger grassroots organisation and enough bargaining power ahead of the 2027 assembly election.
