California county locks in 20 years of cheaper power with 7.7-MW system

Ventura County is partnering with ForeFront Power to install a 7.7-megawatt solar canopy and battery storage system at its main government campus in Ventura, California. The project will cover six parking lots at the Ventura County Government Center and generate nearly 9 million kilowatt-hours of renewable electricity annually. That is enough to match the yearly electricity consumption of more than 1,500 regional homes while meeting over half of the government facility’s energy demand. Developed through a 20-year Power Purchase Agreement, the system requires no upfront investment from the county and is projected to reduce its energy expenses by more than $21 million. Parking lots become an energy asset The development will combine a 5.8-MW solar canopy parking system with 1.9 MW of battery storage across Parking Lots A through F. According to the partners, it will rank among California’s largest solar canopy and energy storage projects. The panels will generate electricity on-site, reducing the Government Center’s dependence on power supplied through the grid. Although Ventura County already procures renewable electricity through a community choice energy program, local generation is expected to offer a more economical route to meeting its sustainability targets. The battery will capture surplus solar electricity produced during daylight hours. The county can then use that stored energy when demand increases, or grid electricity becomes more expensive, improving its ability to manage operating costs and maintain resilient government services. Once operational, the system is expected to prevent approximately 5,000 tons of carbon dioxide emissions each year. That is comparable to eliminating the annual greenhouse gas emissions produced by 1,060 gasoline-powered vehicles. County expects $21 million in savings ForeFront Power will develop, finance, own, operate, and maintain the entire installation under the Power Purchase Agreement. Ventura County will purchase the electricity generated at a fixed price below the prevailing utility rate. The rate will remain locked in throughout the agreement’s 20-year term, offering greater protection against fluctuations in electricity prices. ForeFront Power will also handle the system’s maintenance without additional costs to the county. “Every dollar we can save on operating costs helps us make the most of taxpayer funds,” said Thomas Hunt, Director of the County of Ventura’s General Services Agency. “This project is a great example of making a smart, long-term investment that lowers our energy costs, gives us more predictable expenses, and provides lasting value to our residents,” he added. ForeFront takes on development risks The partnership allows Ventura County to deploy the infrastructure without independently managing its financing, engineering, construction, and long-term operation. ForeFront Power will assume responsibility for developing the system and keeping it operational. “Public agencies shouldn’t feel stuck paying a premium for energy when they can save money and build resilience through on-site generation and storage,” said Ruben R. Fontes, CEO of ForeFront Power. “We manage the complexity of development so the County of Ventura can accelerate its transition to renewable energy without upfront cost or added administrative burden,” he added. The Government Center is one of Ventura County’s largest energy-consuming locations.
